Description
This is a Souces Sought announcement and is for informaitonal purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. The Aberdeen Test Center is requesting information on Availability of Airbus Aircraft (Multiple Types desired)For Potential Purchase. 1.0 OBJECTIVE. Dependant upon aircraft availability, cost and funding, the Aberdeen Test Center (ATC) will purchase one (1) used Airbus airframe (passenger configuration only) from any one of the following types (All Series); A-300, A-310, A-318, A-319, A-320, A-321, A-322, A-330, A-340. 2.0 INTRODUCTION. Under a contract between ATC and CONTRACTOR a used Airbus aircraft comprising any of the models/series noted in Section 1.0 will be purchased. All logistics of the delivery location of the aircraft, pa rts to be retained, and parts to be removed will all be negotiated within this contract. 3.0 REQUIREMENTS. 3.1 GENERAL. CONTRACTOR shall provide all required resources to accomplish the tasks described herein. 3.2 TASKS. 3.2.1 CONTRACTOR will deliver the airframe to Phillips Airfield at the Aberdeen Proving Ground (APG) in Aberdeen, Maryland. 3.2.2 Upon delivery of the aircraft, CONTRACTOR will be responsible for the cleaning of all trash, remaining food, and lavatories. 3 .2.3 CONTRACTOR will remove and retain certain parts, materials, units and/or assemblies from the aircraft of which the airframe is a part. The following items will remain intact: a.the complete landing gear assemblies; b.all passenger, emergency exits and cargo hold doors and associated mechanisms for opening, closing and latching; c. the flight deck door and bulkhead structure; d. all overhead passenger stowage bins; e. all passenger seats; f.all cargo compartment cargo handling mechanisms and liners; g.a ll aircraft environmental and venting systems; h.all flight deck and passenger windows, i. all main deck sidewalls panels; and, j.aircraft must be able to hold a pressure to a minimum of 7.5 psi differential. 3.2.4 Notwithstanding the above, CONTRACTOR may, within 60 days following the delivery of the aircraft to the delivery location, elect to retain certain parts, materials, units and/or assemblies, subject to the following conditions. First, the retention a nd removal activity must not materially adversely impact ATC??????s testing activities. Second, CONTRACTOR must replace the parts, materials, units and/or assemblies with like parts, materials, units and/or assemblies that are of sufficient utility to per mit the retention of the physical integrity of the systems(s) affected. For the avoidance of doubt, any substituted parts, materials, units and/or assemblies that are being substituted may be supplied in an unserviceable condition. Also, any substituti on of an essential item will be at CONTRACTOR??????s expense. 3.2.5 ATC agrees that CONTRACTOR may, upon delivery, remove other materials including but not limited to: engines, the auxiliary power unit, all avionics and instrumentation, flight control sur faces, hydraulic system components, electrical system components, and interior components. These items will remain the property of CONTRACTOR at all times. CONTRACTOR agrees to remove these items within 30 days of delivery of the airframe, or longer, wha tever the parties agree to in writing. 3.2.6 CONTRACTOR will notify ATC in writing in the event that the aircraft cannot be delivered by CONTRACTOR to ATC by Date CONTRACTOR due to force majeure or to destruction of or damage to the aircraft of which the airframe is a part prior to delivery to ATC. In the event that the airframe is damaged beyond reasonable economic repair, this agreement will terminate, without liability or obligation on the part of either party, except that CONTRACTOR will refund to ATC any sums received by CONTRACTOR in paym ent of the purchase price of the airframe. 3.2.7 Upon receipt of the total purchase price by CONTRACTOR, CONTRACTOR will deliver to ATC an Airframe Warranty Bill of Sale and an ATC Bill of Sale for the airframe. ATC will assist or be responsible for the tasks described below: 3.2.8 ATC will make all necessary arrangements to allow CONTRACTOR??????s representatives access to the aircraft and to permit CONTRACTOR to bring certain tooling and equipment to the delivery location to facilitate the removals in sections 3.2.4 and 3.2.5. 3.2.9 ATC must within one day after the closing date deregister from the FAA registry the aircraft (N#TBD) which the airframe is a part. ATC agrees that it will take the fo llowing actions to immediately deliver the following to CONTRACTOR not later than one day after the closing date: 1.remove airframe/aircraft data plate, 2.remove and/or terminate airframe/aircraft sanitary certificate, 3.remove and/or terminate airframe/ai rcraft airworthiness certificate, 4.remove and/or terminate all applicable radio license and authorization; and,5.remove and/or terminate airframe/aircraft registration certificate. 3.2.10 ATC will reasonably assist, as requested, CONTRACTOR in removing th ose parts of the airframe to which CONTRACTOR will retain title (including, without limitation, aircraft engines, auxiliary power unit, avionics, and those items identified in sections 3.2.4 and 3.2.5. 3.2.11 ATC intends to use the airframe solely for destructive testing purposes and ATC agrees that it will not allow the airframe, nor any of its component parts (other than those items CONTRACTOR retains prior to the commencement of such destructive testi ng) to be used on any aircraft by any party. Prior to the commencement of any testing of the airframe, ATC agrees that it will either (i) paint the airframe in standard aircraft white, or (ii) remove all paint on the airframe so as to cover any distinctiv e markings included in CONTRACTOR??????s livery (including distinctive paint scheme and any logos visible on the exterior of the airframe). ATC will take further actions to alter the appearance of the airframe as CONTRACTOR may reasonably request, as to m inimize or eliminate any public recognition that the airframe was previously owned or operated by CONTRACTOR. 3.2.12 ATC agrees, upon closing, the airframe will be deregistered as defined in Section 3.2.9, ATC will not operate the airframe or any part thereof on or as an aircraft, and buyer will not allow any third party to use the airframe as an aircraft. ATC wi ll also provide CONTRACTOR with the airframe manufacturer??????s data plate and certificate of airworthiness upon closing. These items will remain the property of CONTRACTOR. ATC acknowledges and agrees that, without prejudice to any other right CONTRACT OR may otherwise enjoy under this agreement (including rights in equity and at law), CONTRACTOR will be entitled to immediate injunctive action in the event that ATC (or any third party) attempts to operate the airframe as an aircraft. 4.0 PERIOD OF PERFO RMANCE. Shall be for a period not to exceed 3 months. If equipment is available via GSA contract, include contract number with expiration date. Active registration in the Central Contractor Registration database is mandatory. Companies cable of providing this equipment are encouraged to respond. Provide co mpany name, points of contact, and a brief statement of capabilities. Indicate corporate background with business size and type.
