Description
As a result of an unsolicited proposal, NASA/HQ intends to negotiate and award a contract to TECOP International. Proposal is to study the R&D in civil aeronautics related to large transport aircraft airframes, aircraft engines, rotorcraft, air traffic management and general aviation sponsored by the European Commission and member nations. The research is to identify possible areas of mutual concern such as research cooperation that could yield results in a more timely and efficient manner, areas of mutually beneficial standardization, and to relate the European efforts in civil aeronautics R&D to its "Vision 2020" document. GSFC intends to negotiate with TECOP International on a sole source basis. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented at FAR Part 6.302-1. Pursuant to 6.302-1(a)(2)(i), TECOP has submitted an unsolicited proposal that demonstrates a unique capability to provide the research services, offers a concept and service not otherwise available to the Government and does not resemble the substance of a pending competitive acquisition. TECOP International's demonstrated knowledge of European R&D in civil aeronautics; an established information network in Europe; and team expertise in analysis of technology and economics as they relate to the aviation industry are key factors. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. All responsible sources may submit an offer which shall be considered by the agency.
