- This sources sought does not constitute a solicitation or proposal, authority to enter into negotiations to award a contract for the contemplated effort has not been received and funds are not currently available. The Department of Defense, NAVSEA Indian Head Maryland, Research and Technology Department is seeking to identify sources capable of providing the following: Commercial Item Description: Carbon Black, Powdered, Dry satisfying the requirements of specification A-A-59317, Grade D. Moisture, ASTM D1509/ASTM E203 ? 6.0% max. Sulfur, ASTM D1619 ? 0.5% max. Acetone extract, ASTM D305 ? 0.5% max. Ash, ASTM D1506 ? 0.1% max. Water soluble material, ASTM D305 ? 0.02% max. Coarse particles, ASTM E11 ? 0.1% Grit, ASTM E11 ? None Organic dyes, ASTM D305 ? None Diphenyl guanidine absorption, ASTM D5054 ? 98% Min. Acidity (pH), ASTM D1512 ? 2.0 ? 5.0 The manufactur er should be able to supply Lot sizes of 100-lbs. Final evaluations will be performed by the end user, as a ballistic modifier in double base propellant. The qualification performed will evaluate its catalytic effect at promoting the propellants burn-rate.
