EMERGENT SANDBAR HABITAT CONSTRUCTION REQUIREMENTS IN ACCESS OF $45,000,000.00, NORTH AMERICAN INDUSTRY CLASSIFICATION (NAICS) 237990 ?????? OTHER HEAVEY AND CIVIL ENGINEERING. The Contracting Activity is actively seeking the availability of qualifie d large, other than small, small businesses, Section 8(a) concerns, Small Disadvantaged Business concerns, Historically Underutilized Businesses, Women-Owned Businesses, Service Disable Veteran, Veteran Owned Small Business, Historically Black Colleges and Universities and Minority institutions to perform river mitigation program projects. This Request for Information is seeking information that documents the interested contractors demonstrated past performance, qualifications and capabilities to perform a nd execute construction of Emergent Sandbar Habitat projects within the states of Nebraska, South Dakota, and North Dakota. Interested Contractors with demonstrated and documented past performance, qualifications and capability to perform Emergent Sandba r Habitat construction activities should submit the requested documentation and information to the Contracting Activity, U.S. Army Corps of Engineers, Omaha District, Attn: CENWO-CT-C, W9128F-04-R-0025, 106th South 15th Street, 68102-1618 by close of busi ness 15 days following the posting of this announcement.The information requested must include, as a minimum: 1. Business size and type (copy of applicable small business certifications (Section 8(a), Small Disadvantage, and Hubzone). 2. Contract number(s) , value of contract, name and telephone number of the Contracting Officer. 3. Description and location of river mitigation projects. Indicated if your role in the project was a Prime, Subcontractor or Supplier. 4. Copy of past performance evaluation, name and telephone number of Evaluator, Inspector and/or designated Contracting Officers Representative (COR). 5. Small Business Utilization and subcontracting performance (other than small business concerns only). The preferred, determined and documented acqui sition strategy is an un-restricted, full and open Best Value Request for Proposal (RFP) solicitation for a multiple award indefinite delivery, indefinite quantity contract. It is not anticipated that the indicated proposed acquisition strategy will chang e prior to release of the resultant RFP. Historically, specialized small business contractors consistently participate and primed Omaha Districts Mitigation Projects. Federal Acquisition Regulation (FAR) Part 19.10 Small Business Competitiveness Demonstr ation Program prohibits the set aside of solicitations for acquisitions in NAICS Sub-sector 234, Heavy Construction. The Small Business Administration point of contact for incumbent and other small business concern is the assigned Procurement Center Repr esentative (PCR), Government Contracting Division, Nebraska District Office, 11145 Mill Valley Road, Omaha, Nebraska 68154-3949, the telephone number is 402-221-7206. Construction of Emergent Sandbar Habitat may involve the states of Nebraska, South Dakot a, and North Dakota. The scope of work for individual delivery orders may consist of, but is not limited to, dredging, vegetation removal, using heavy equipment to reshape existing sandbars and/or islands, and the use of heavy equipment to push sand from one area of the sandbar to another. The habitat creation efforts are in response to recommendations set forth in the 2000 Biological Opinion as amended in December 2003. The proposed unrestricted, full and open Request for Proposal solicitation is the in tended and determined best acquisition strategy for the fiscal year 2005 Emergent Sandbar Habitat program. The proposed strategy will provide maximum opportunity for small business (both as prime and subcontractor) as well as the only available strategy t hat will not work an adverse impact on the incumbent small business concerns(s). FAR PART 19-10 Small Business Competitiveness Demonstration Program prohibits the set-aside or requirements assigned NAIC SUB-SECTION 234, Heavy Construction that have anticipated dollar value greater than the emerging small business reserve amount.
