- Point of Contact for this project is Kenneth Carleton, Contract Specialist, 817-886-1084. DESCRIPTION, Provide new gatehouses, guard booths, storage buildings, and Visitor Control Centers at the Chaffee Road and Robert E. Lee entrances. Support will include utilities, canopies and related items. This contract action will be subject to the availability of funds.The Government intends to award on the basis of full and open competition from among all responsible, responsive bids received providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concerns price. Estimated duration of the contract is 330 days. The plans and specifications, when available will be posted on the Internet and available on CD-ROM. Plans and specifications will not be available in paper format. Notification of amendments will be made through either 3.5 inch floppy diskettes, CD-ROM, and/or Internet only. However, the Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the bidder s responsibility to view our web site daily for amendments to the solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is 236220, Commercial and Institutional Building Construction. The Small Business Standard is $28.5 million and the construction project price range is $1,000,000 to $5,000,000. The solicitation is scheduled to issue on or about 11 June 2004 with a bid opening date on or about 13 July 2004. Contractors may view and/or download this so licitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. Bidders shall register themselves on the Internet to receive amendment notices. The Corps of Engineers accepts b ids from Prime Contractors only. Subcontractors and suppliers can view/print a copy of the plan holders list at http://ebs.swf.usace.army.mil to find prime contractors to submit their bids too. Subcontractors and suppliers can also register on the plan h olders list as at the same web address. All bidders are encouraged to visit the Armys Single Face to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities. Bidders (Prime Contractors) must be registered with the Central Contractor Registration (CCR), in order to receive a government contract award.
