- TACOM-Picatinny has a requirement for the development and implementation of the Marine Corps range assessment program known as the Range Environmental Vulnerability Assessment (REVA), which includes performing baseline range and training area assessments and modeling for potential munitions constituent releases at Marine Corps installations. REVA is a Headquarters Marine Corps (HQMC) sponsored initiative under their Range and Munitions Programs. The main objective of REVA is to characterize and assess ranges and training areas across the Marine Corps to identify areas and activities that are vulnerable or potentially vulnerable to environmentally related regulatory or physical encroachment. Regulatory encroachment may include, but is not limited to, potential pressures from environmental laws, regulations, policy, and guidelines including addressing emerging contaminants that may occur on ranges or training areas. REVA is a comprehensive program designed to be the foundation for sustaining Marine Corps operational ranges and training areas. At this time, the Government is contemplating a sole source award to Malcolm Pirnie, Inc. under an Indefinite-delivery Indefinite-Quantity (IDIQ) type contract. A draft solicitation will be published on or about 6/14/04 subject to the availability of funds and can be found at http://procnet.pica.army.mil. Note 22 applies.
