- PERFORMANCE DECISION (FINAL DECISION) ON ITC STUDY. The Department of Labor conducted a streamlined competition of OASAM?s ITC Workstation Team. The contracting officer evaluated the relevant market information and has determined that it is more cost-effective to have federal employees perform the IT functions involved than to have contractor employees perform the function. The SLCF form reflecting the savings is posted at FEDBIZOPPS on today's date. The estimated savings are significant?over a five-year period, performance by federal employees will cost almost $750,737 less than the equivalent performance by the private sector, according to market research. Total Government costs were $4,377,848 while the lowest industry costs were $5,128,585. The determination that performance by federal employees is more cost-effective means this function will remain in-house. No party may contest any aspect of the outcome of a streamlined competition, this determination is not subject to appeal and is final.
