Description
The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration/Center for Mental Health Services through the Program Support Center, plans to award an 12 month sole source simplified acquisition to the World Federation for Mental Health, 2001 North Beauregard Street, 12th Floor, Alexandria, Virginia 22311. This acquisition will support the next stage of development of an international mental health promotion and prevention consortium. The intent is for the strategic planning to culminate in the formal establishment of this international consortium and eventually to result in the establishment of effective coalitions and collaborative actions across governmental and non-governmental organizations worldwide. The World Federation for Mental Health (WFMH) is uniquely qualified to serve as the Secretariat during the next stage of development for an international mental health promotion and prevention consortium. The WFMH is the only organization of proper size, significance and experience whose true scope and membership is international. The Government could not achieve the specific objectives of this contract through any other means or with any other sources. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. NO SOLICIATION IS AVAIABLE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
