Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with Subpart 12.6 and Part 13 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Quotes are being requested and a written solicitation will not be issued. Solicitation number NCNR0000-4-00021 is issued as a Request for Quotations. The U.S. Department of Commerce, NOAA/NOS Office of Response and Restoration, has a requirement for a contractor to provide technical, logistical and administrative services. The tasks are related to the education and outreach mission of the NOAA-Coral Reef Conservation Program. The purpose is to strengthen the understanding and protection of the coral reef ecosystems by K-9 students within the Puerto Rico school system. The North American Industry Classification System Code (NAICS) is 541620. This procurement action is set aside exclusively for small business concerns. A firm is a small business for the purpose of this requirement if its size standard is $6.0 million. The Statement of Work entitled, Coral Reef Education and Outreach Project, dated 5/26/04 and Deliverables are attached. This is a firm fixed price procurement using simplified acquisition procedures. Responses must be sent electronically in MS Word format to phillip.Harrell@noaa.gov and in paper no later than 3:00pm on June 11, 2004 to Phillip Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910. Responses shall be no more than 12 pages and shall include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); 3) Short resumes of personnel to provide services; and 4) Price. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Quality of Personnel ? the measure of potential for successful performance; 2) Knowledge of Global Positioning System (GPS), Environmental sensors, Graphic calculators, and Calculator Based Laboratory 3) Knowledge of the Global Learning and Observations to Benefit the Environment (GLOBE) Program 4) Knowledge and experience with the Puerto Rico school system 5) Knowledge of Puerto Rico natural resource management 6)Technical and Management Approach ? the likelihood of effectively meeting requirements; 7) Past Performance ? the relevance and quality of prior performance; and 8) Firm Fixed Price. The first seven criteria, although relatively equal, are listed in order of importance; price is less important. The Federal Acquisition Regulation (FAR) website is www.acqnet.gov .
