Description
This is a combined synopsis/solicitation for the commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. This solicitation number: 4011275141-00901, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-23. The U.S. Department of Agriculture in Beltsville, Maryland intends to procure the following system: which consists of three patented elements as a sole-source procurement under the authority of 41 U.S.C. 253 (1) where there is a reasonable basis to conclude that the U.S. Department of Agriculture's needs can be satisfied by one responsible source and no other instrument will satisfy U.S. Department of Agriculture's requirement. U.S. Department of Agriculture intends to procure the following system : "Macro/Micro Imaging System" (OR EQUIVALENT) called a "Digital Lab XLT" from the vendor: MicroOptics, Inc., - who are located at 11147 Air Park Drive in Ashland, VA ? and they can be reached at phone number 804-752-2443. The above system is a complete digital photographic system that shall be capable of capturing high-quality images of objects ranging from less than one millimeter to larger ones many centimeters long. The above system is comprised of three patented elements: (1) The ML-1000 U-Illumination unit, focusable light guide, and standard iris light guide (Patented by MicroOptics, Inc.); (2) Nikon D1X Camera system, Power Supply, 15 IEEE cable, adapter, mounting bracket, and 60 millimeter macro lense (Patented by Nikon); and (3) Modified "Infinity K2 Microscope (Patented by Infinity Optics.) In addition to the above items that comprise the requested system: There are twenty-seven other pieces of equipment that are integral parts of the MicroOptics Digital Lab. The "SALIENT" characteristics/features are as follows: The "X-Y stage" and "tilt stage" shall allow incremental movement of specimens; The "transmissive light stage" and "optic light pad" shall provide critical light control; The "articulated locking arm shall allow pinpoint positioning of the light source; the "Linear Actuator" (Controller and extended) shall allow for computer-controlled incremental movement of the camera as a fine as 1/100 in; The "Steel Base" and the "Quick Release Mounting Bracket" shall uniquely secure the movable stages and specimen; the other "Nikon" objectives: (e.g. CF2, CF3, CF4, 5X Acrovid, 10X Acrovid) are high quality pieces of equipment that have been "integrated" into the "MicroOptics Inc." system; and the "Capture Software" is uniquely tied into the overall operation to coordinate operations; and the "workstation desk", custom-fitted storage drawers, and chair are specially selected pieces of furniture to accommodate the above high-quality photographic system. CUSTOMER SUPPORT: "U.S. Department of Agricultures" CRITICAL requirement is: ? "Customer set-up" and "training" on ALL of the above equipment as a functional unit. USDA requires extended training on how to use/integrate the "Inifinity Optics" and ("Nikon" camera) and "MicroOptics" equipment, complex lighting systems, and computer software that make the "MicrOptics Digital System" unique. Delivery shall be F.O.B. Destination for the above requirement to Beltsville, Maryland 20705. Delivery is required 60 days after receipt of award. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph(B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36,52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN. 1999)(DEVIATION)(USDA). (a) The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212 (d) (i.e., the VETS-100 report required by FAR Clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam ERA), it has [ ] , has not [ ]. submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An offeror who checks ("has not") may not be awarded a contract until the required report is filed. CONTRACT PAYMENT (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer Compliance with 31 CFR 208. To Facilitate EFT for Contract payments, FAR clauses 52.232-34 and 52.232-35 (31 CFR Part 208) requires the submission of information by the Contractor to the payment office. Upon Award, the Contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) at phone number: 1-800-421-0323 or at the WEB-SITE: WWW.NFC.USDA.GOV, to initiate the enrollment process of the Vendor Express Payment, which will result in a number being assigned to the contractor for payment under Electronic Funds Transfer (EFT). All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). Faxed Quotations are acceptable to the attention of "John Wilkinson" at fax number 1-301-504-8696 on or before June 14, 2004 at 4:30 p.m. (E.S.T.). All responses will be evaluated in order to determine the ability to meet the above stated capabilities. Responses shall include technical specifications, literature, brochures, and other such information corresponding to each minimum requirement for each item, which demonstrates the capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein. The Government shall award a contract resulting from this soliciatation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is June 15, 2004. All responsible sources may submit a quotation, which shall be considered by U.S. Department of Agriculture.
