Description
The United States Coast Guard Research and Development Center (USCG R&DC) is the Coast Guard?s sole facility performing research, development, test and evaluation (RDT&E) in support of the Coast Guard?s major missions of Maritime Law Enforcement, Maritime Safety, Marine Environmental Protection and National Security. The R&DC efforts are broad and varied. They support Coast Guard acquisition and regulatory processes and improve the efficiency and effectiveness of Coast Guard operations and resources. Additionally, under the Department of Homeland Security, the R&DC has responsibility to conduct RDT&E to protect our ports and shores from enemies, foreign and domestic, attempting to adversely affect the American economy, security, and way of life. This procurement's Statement of Work (SOW) will include the following functional areas: Port Security/Infrastructure Protection; Wide Area Surveillance; USCG Traditional Missions (Search and Rescue, Maritime Law Enforcement, Oil Spill/Hazardous Material Response, Aquatic Nuisance Species Mitigation, Waterways Management); Operational Decision Support (data fusion, data analysis); Operational Test and Evaluation/Concept of Operations Development; Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Detection and Protection; Communications; Naval Architecture/Marine Engineering; Risk Analysis and Operational Effectiveness; and Marine Fire Safety Research Services. Incumbents for the previous contract are: Anteon Corporation, 3211 Jermantown Road, Suite 700, Fairfax, VA 22030; Battelle, Government Market Sector, 505 King Avenue, Columbus, OH 43201; and John J. McMullen Associates, Inc., 4300 King Street, Suite 400, Alexandria, VA 22302. This procurement is being solicited based on full and open competition. It is anticipated that this procurement will result in a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with Cost Plus Fixed Fee provisions. Task orders will be issued on either a Cost Plus Fixed Fee term or completion type basis. This procurement will be a Performance Based Service Contract with the performance requirements included as part of the SOW. The resultant contract will have a five-year period of performance. It is anticipated that award will be made on initial offers. Offers will be evaluated on the basis of best value, and award will be made to the responsive and responsible offeror who provides the greatest overall value to the Government based on the technical proposal, cost/business proposal, and other factors. Technical proposals will consist of Past Performance, Staffing, and Technical Understanding and Management Approach. The NAICS Code for this procurement is 541330. All responsible offerors may submit an offer, which the Coast Guard will consider. To be eligible for award, contractors must be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov/. It is anticipated that the solicitation will be available at www.fedbizopps.gov by July 15, 2004. Proposals will be due sixty days after solicitation.
