Description
THIS PROCUREMENT IS A SMALL BUSINESS SET-ASIDE. The Department of Homeland Security/United States Coast Guard (USCG) has a requirement for the Service Dress Blue Coat for Male and Female. The Service Dress Blue Coat is an integral part of the Service Dress Blue (SDB) Uniform. It is worn on all occasions when the wearing of the SDB is required or appropriate. It is a USCG Military uniform item and a mandated garment for the Dress Blue Uniform. The USCG Clothing Development Technical Office (Natick,MA) has developed and authorized the use of the following Fabrication Requirement Information (FRI) Documents as the basis for the specification of the Service Blue Dress Coat: Female Coat, CG-CDTO-U-006A; Male Coat, Standard, CG-CDTO-U-014C, Male Coat, Athletic Fit, CG-CDTO-U-021A. The USCG intends to award one 5-year, Indefinite Delivery, Indefinite Quantity, firm-fixed price contract. Delivery shall be FOB Destination to Woodbine, New Jersey. The basic material (called Serge) is a 55% polyester/45%worsted wool fabric, and will be provided by the USCG as Government Furnished Material (GFM). The required patterns for the USCG Women?s Service Dress Blue Coat will be made available from the USCG Clothing Design and Technical Office after award. The USCG may have a requirement for first article testing and approval after award. If required, GFM to produce first articles will be shipped to the contractor after award and delivery of first articles will be required 90 days after the GFM is received. The first articles will be evaluated in accordance with each items respective specifications document. Government approval, conditional approval or disapproval will be provided to the awardee not later than 21 days after submission of the First Article Lot. It is anticipated that the Request for Proposals (RFP) will be released on this website in June 2004 for downloading to eligible businesses. No paper copies will be provided. Proposals will be due 30 days after release of the RFP. The Government expects to hold a pre-proposal conference in Natick, Massachusetts at the Clothing Design and Technical Office approximately 2 weeks after release of the RFP. Firms shall not be reimbursed for any costs associated with proposals.
