- NAICS Code: 488310. The United States Environmental Protection Agency, Region V, 77 West Jackson Boulevard, Mail Code: MCC-10J, Chicago, Illinois 60604 (USEPA) proposes to acquire services for the Operation and Maintenance (O&M) Support Services for the USEPA Research Vessel Lake Guardian. The Lake Guardian is a 180 foot monitoring vessel, currently moored in Milwaukee, home ported in Bay City, Michigan. Additionally, the contractor will be required to perform O&M on the work boat Mudpuppy, a 33 foot SeaArk work boat warehoused in Bay City, Michigan. The contractor must provide all operational crews, support personnel, equipment, provisions, and supplies required to operate and maintain the Lake Guardian and Mudpuppy. The period of performance is one (1) year, with an additional four (4), 1-year option periods. The estimated solicitation release date is June 21, 2004 with an estimated closing date of July 21, 2004. Telephonic requests or inquires for information concerning the solicitation will not be taken. A site inspection of the Lake Guardian is scheduled for 12:00 Noon, Central Daylight Time, June 25, 2004, 600 East Greenfield, Milwaukee Wisconsin 53204. The site inspection location may change to Navy Pier, Chicago, Illinois. It is the Offerors responsibility to contact the Buyer/Contract Specialist 48 hours prior to the site visit to verify the date, time, and actual location of the Lake Guardian. The contract type to be awarded will be Firm-Fixed-Price, Indefinite-Delivery. This acquisition has been determined to be a commercial service. Therefore, this acquisition will be solicited and awarded in accordance with Federal Acquisition Regulations (FAR) Part 12 procedures. Note 1 applies. This procurement is a 100% Small Business Set-Aside. The solicitation may be viewed, when posted, at: http://www.epa.gov/oamreg01/04-10119/. The USEPA will not issue a paper solicitation for this acquisition. The solicitation will only be provided electronically, via e-mail, or may be downloaded at the website: http://www.epa.gov/oamreg01/04-10119/. The USEPA will only mail attachments which are not a part of the electronic solicitation. Therefore, all interested firms must submit a request, via e-mail to: anderson.donald@epa.gov , or by fax, in order to receive attachments that cannot be provided electronically. Offeror proposals, and associated submissions in response to the solicitation are requested to be in WordPerfect format. Offerors must submit their e-mail address because the Government intends to maximize the use of e-mail for all communications concerning this solicitation. Offerors must also include their USPS mailing address, and a fax number.
