Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this requirement is PR-NC-04-10539. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. This requirement is for delivery of scientific journal subscriptions and related services, identified at page 2-1 and at page 3-1 of the Solicitation, for the EPA's RTP Main Library, 109 T.W. Alexander Dr., Research Triangle Park, NC. The EPA-RTP Library requires paper copies for each periodical. All paper copies of the scientific journals, issued since January 1, 2004, shall be provided as part of the base contract performance period. This requirement will be a firm fixed price contract with economic price adjustment for a six-month base period and four (4) twelve-month option periods. The anticipated contract base period is from July 1, 2004 through December 31, 2004. The North American Industry Classification System (NAICS) No. 511120 applies with a size standard of 500 employees. This solicitation is issued as Unrestricted. The following FAR provisions and clauses apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation - Commercial Items, 52.212-3, Offeror Representations and Certifications--Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Evaluation criteria to be included in paragraph (a) of FAR provision 52.212-2 are as follows: (i) Past Performance supported by references; (ii) Technical (electronic data capabilities); (iii) and Price. Past performance and Technical (electronic data capability), when combined are approximately equal to Price. The solicitation, statement of work, clauses and provisions, and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation, the statement of work requirements and amendments via the Internet. If you will be obtaining a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do not have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal on/or before June 7, 2004, by 3:30 P.M., eastern standard time.
