Description
NAICS Code: 562211 The U.S. EPA National Risk Management Research Laboratory requires the services of a qualified Health Physicist(s) to provide radiation safety support at EPA Facilities in Cincinnati, OH. The Health Physicist(s) shall be properly certified by the American Board of Health Physics or else meet the criteria established by the board. The contractor may expect to provide an average of approximately 38 hours per month in health physics support services for a period of 12 months. The contractor shall perform the following tasks: (A) Conduct wipe tests and inspections in the Radiation Safety lab areas and other areas where radioisotopes are used or stored and in areas and on equipment, and provide a report. (B) Conduct routine program audits/inspections. (C) Maintain and provide quarterly updates for the inventory of all sealed and unsealed sources. (D) Wipe test all sealed radiation sources (approximately 40) semi-annually. (E) Conduct decommissioning/decontamination activities, contamination and radiation exposure control, monitoring and surveying. (F) Conduct the annual calibration of laboratory radiation monitoring instrumentation. (G) Conduct approved on-site radioactive waste disposal (i.e. sewer, incineration, decay-in-storage, etc.) and any calculations or monitoring (analyses) necessary for disposal, radiation exposure control and determination of compliance with federal, state, and local regulations, and documentation of these, as appropriate. (H) Remove radioactive waste products/materials from each laboratory or waste generation area using Department of Transportation (DOT) approved containers. (I) Transport all packaged radioactive waste to the designated radiation storage areas and prepare radioactive waste for shipment to approved radioactive disposal site. (J) Perform wipe tests of the individual laboratory storage areas after radioactive wastes are picked up or packaged. (K) Use EPA-owned materials to conduct wipe tests, decontamination, radioactive contamination and radiation exposure control, packaging of waste, and other monitoring tests/surveys, etc. as required. Provide any special survey instrument that may be needed on an occasional basis. (L) Maintain a sanitary condition and conduct inspections on a monthly basis in the storage areas. (M) Distribute and collect, and ship for evaluation (to the dosimetry processing center) the dosimeters (TLDs or rings) for approximately 40 persons and areas on a quarterly basis. (N) Survey and inspect all radiation producing devices, annually, including appropriate documentation such as ex-ray units, electron microscopes, etc. (O) Maintain radiation safety files. (P) Provide bioassay monitoring for specific radio nuclides on an incidental basis. (Q) Interpret existing and new regulations that apply specifically to the EPA-Cincinnati Radiation Protection Program and prepare license renewal, amendments, modifications, and revisions. (R) Provide monthly summary reports. (S) Create forms, databases, spreadsheets, etc. (T) Maintain EPA-Cincinnati's compliance with all regulatory agencies. This acquisition is designated as a small business set aside under NAICS code 562211. The acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures. It is anticipated that a Request For Quotation (RFQ) will be issued on or about June 21, 2004.
