Description
Management Analyst to perform analytical qualitive and quantities studies. This will be a personal services contract. Perform analysis to include cost estimates of direct and indirect man-hours, material costs, other significant cost drivers and br eak-even calculations. Analyst utilizes statistical, cost analysis and industrial engineering techniques as needed to review trends and make recommendations. Analyst shall conduct feasibility studies, to include but not limited to systems and programs for health care delivery costs. Analyst shall perform cost benefit analysis to determine feasibility of performing additional services or eliminating non-effective services. Analyst shall compare in house costs vs. TRICARE costs vs. private sector and Medic are costs for specific clinical procedures. Analyst shall survey services available in the community in order to manage resources in the most cost effective manner. Develop statistical and narrative data to justify findings and recommendations. Conduct management surveys, studies and research projects and provides advisory services on issues, which impact the MTF. Based on studies conducted makes recommendations regarding policies and procedures to be developed and implemented. Coordinates proposals and /or changes in policies with individuals internal and external to the organization, evaluates comments and modifies as appropriate. Incumbent will manage data, design data elements and report forms. Develop working model computer spreadsheet/program to b e used for future analysis, which can be used to determine cost effectiveness for future agreements. This model shall include both tangible and intangible value elements and contain the following elements: a. Current Services - Valuing the current servic es exchanged with the Medical College of Georgia and Veterans Administration in terms of dollars, quality of care and continuing education reliance. b. Obstetric Survey - Patient focused quality and needs survey analysis. c. Inventory of Services - Compl etion of an inventory of all services exchanged through agreement/direct contract. d. Staff Utilization - Conduct an internal audit of staff utilization. e. Workload Reporting - Formulation of an integrated, single source workload reporting mechanism. f . Report Card - Development of a report card to monitor performance indicators and best value.
