- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation# W912EQ-04-T-0032. SPECIFICATIONS FOR HYDRAULIC WINCH TO BE USED ON EQUIPMENT BARGE A. GENERAL 1. The equipment to be furnished under these specifications consist of one single drum hydraulic winch or hoist. The winch drum shall be mounted in front. The winch??????s total width shall not exceed 4 ft. due to limited space. The winch shall be powe red by a diesel engine with 12 volt electric start equipment and accessories specified herein and shall be skid mounted, complete and ready for operation. The winch as delivered must conform to all OSHA and other federal safety regulations pertaining to the intended purpose. The winches will be used to raise and lower large barge mounted ramps to transfer equipment from the barge to the river bank. B. PRODUCTS 1. Diesel Engine: Diesel engine shall have a minimum rated horsepower of 50 Hp at 1800 RPM. This shall be the published continuous rating by the manufacturer or the brake horsepower of the engine. The engines shall be water cooled or air cooled, thermo statically controlled, pressure lubricated with full flow oil filters, and is able to supply warranty repair parts within 72 hours anywhere on the Mississippi river between Cario Illinois to New Orleans, La. Engine piston speed shall not exceed 1260 feet per minute at rated horsepower, and specific fuel consumption shall not exceed 0.42 lb / bhph. Engines shall be fitted with a vertical discharge exhaust manifold, Muffler and exhaust rain cap or bend to prevent rain water from entering engine. Engine wil l be provided with a fuel shut off solenoid and fuel tank with minium capacity of 20 gal. 2. Lifting Capacity: The winch shall have line pull capacity of at least 12500 pounds per wire rope mean drum. 3. Line Speed: Line speed of winch shall be at least 75 but not more than 100 feet per minute mean drum. 4. Cable Capacity: The drum shall have a cable capacity of at least 375 feet of ??????????cable for each of the load cable. Cable will be supplied by the Government. 5. Cable Drums: The cable drums shall be at least 12?????? inches diameter. Drum shall be grooved to ensure proper wrapping. Drum width shall not exceed 24?????? inches for each load cable to minimize fleet angle problems. A level wind device shall be installed to keep the cable wrapped under no-load conditions. Winch Drum shall be mounted in front. The government will only award the contract to a vendor or contractor that is registered in the Central Contract Registration. Offeror is to provide manufacturing specifications with their quote. Manufacturing Make and Model numbers must be provided in with any quotations. The solicitation will also be posted on the Memphis District Army Corps of Engineers website. The website add ress is www.mvm.usace.army.mil.
