Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W91ZRS-04-Q-0009 and is issued as a Request for Quotes (RFQ). The SIC code is 8734, the NAICS code is 541380. The solicitation document and incorporated provi sions and clauses are those in effect through Federal Acquisition Circular 01-19. The Connecticut Army National Guard has a requirement for an indefinite delivery/indefinite quantity contract for laboratory analysis services. The Government anticipates a warding a one year base contract, with options to extend the contract for four additional years, a potential total of five years. The laboratory must be capable of satisfactorily providing analysis of storm-water waste products, soil, and groundwater samp les. The work consists of furnishing various chemical analyses of water, soil and waste liquid associated with fuel, oil and gasoline storage facilities, and industrial operations. Approximately 50 percent of samples will be associated with waste oil or chemical storage tanks. The laboratory shall furnish all technical personnel, labor, materials, machinery, tools, all necessary labels, bottles, preservatives, equipment, and services, including transportation services. All quotes must include the follow ing: Unit cost schedule, Connecticut Certification, proficiency scores (State and/or EPA) for the previous 24 months, statement of qualifications, QA/QC protocol, resumes of key personnel, instrumentation available for the program, sample analytical repor t, hours available for sample receipt or shipping arrangements, and a definitive statement on the capacity of the offeror??????s facility to provide requested services. The stated capacity shall be a measure of the number of samples the laboratory is able to accommodate without the use of subcontracted services, if the capacity of a facility varies with turnaround time, this shall also be stated. Offerors that do not provide the information for each of the requirements above, may be considered non-respons ive. The evaluation factors, in order of importance are as follows: Price, technical capabilities and past performance. Price is approximately equal to technical capabilities and past performance.
