Description
This project will consist of grading, drainage, asphalt surfacing, parking lot construction, and trail construction on 0.430 kilometers of roadway for CA RRP DOED 10(1), Marshlands Road, in Don Edwards National Wildlife Refuge, Alameda County, State of California. Estimated price range is between $1,000,000 and $3,000,000. This project contains 2 schedules. Principal work items on the largest schedule include: 132 hrs miscellaneous survey and staking; lump sum contractor testing; 10,900 m2 clearing and grubbing; lump sum removal of structures and obstructions; 3,900 m3 roadway excavation; 290 m3 unclassified borrow; 3,000 m3; 270 m3 subexcavation; 3,000 m2 roadway obliteration; 4,500 t roadway aggregate, method 2; 10,000 m2 roadway aggregate method 2, recycled asphalt pavement; 2,200 metric t minor hot asphalt concrete; 15 metric t prime coast grade CSS-1, CSS-1h, SS-1, SS-1h; 100 metric t blotter; 154 m reinforced concrete pipe culvert (various sizes); 4 ea inlet Caltrans type GO; 7 ea inlet type 6B; 690 m Portland cement concrete curb, 450 mm depth; 280 m Portland cement concrete curb and gutter, 325 mm depth: lump sum irrigation system; 480 m2 Portland cement concrete sidewalk; 2 ea gate road closure, double; 1 ea gate closure, single; 680 m3 placing conserved topsoil; 6,600 m2 seeding, hydraulic method; .660 ha mulching, hydraulic method; 980 m2 erosion control mat, type 2; 27 ea sign installation; 210 L pavement marking type B; 250 hrs flagger; lump sum lighting installation; 4 ea relocate pole; 6 each locate utilities; along with associated, staking and rental equipment. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
