Description
The Hoover Dam Bypass - Colorado River Bridge Project, AZ/NV HPP 93(3), will consist of a 1900 foot long concrete arch bridge over the Colorado River in the Lake Mead National Recreation Area and Hoover Dam Reservation Area, Clark and Mohave Counties, in Arizona/Nevada. Estimated price range is greater than $70,000,000.00. This project contains one schedule. Principal work items include: lump sum bridge survey and staking/arch layout; lump sum contractor testing; lump sum rockfall containment system; *lump sum lane rental (firm-fixed price); 62,500 cuyd structure excavation; lump sum rock scaling; 12,160 structural concrete, class A; 2,496,216 lb reinforcing steel; 6,148,152 lb structural steel box girders; 74,657 lb structural steel access platforms; 721,200 lb structural steel grade 70W; 2,022 lnft, concrete bridge railing, type F, 42-inch; 1,954 lnft concrete bridge railing, type F, 54-inch; lump sum painting-steel structure; lump sum painting-concrete structure; 1,953 steel pedestrian bridge railing; lump sum temporary works-concrete arch; lump sum concrete arch; lump sum precast or cast-in-place concrete spandrel columns; lump sum precast or cast-in-place concrete approach span columns; 2,800 hours heavy equipment rental/operators (various); *13,500 hr flagger (firm-fixed price according to current Davis Bacon Wage Rates); lump sum electrical installation; 13,180 lnft rock anchors (various); 1,600 tieback anchors; 350 day traffic safety supervisor. *Bidders please note: A firm-fixed price is designated for bid item 15901, lane rental, and bid item 63509, flagger. No other bid prices will be accepted. Bid prices submitted other than the firm-fixed price will result in rejection of bid. The Davis Bacon Wage Rate Determination for the State of Nevada, Clark County, current during time of advertisement will be applicable for the entire project. Advertisement date is June 8, 2004. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on our website at http://www.cflhd.gov/procurement. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
