Description
The Federal Aviation Administration (FAA) has a requirement for Construction Services at Igiugig, Manokotak, and Marshall, Alaska Airports. These sites are considered to be remote areas and are only accessible by air or water. The project is to construct an earthen pad at each location in preparation for future placement of an Automated Weather Sensor System (AWSS) Building. Some locations will require installation of a Power/Telco Pedestal and to provide electrical power service facilities for the pad. The pad sizes can vary from 30 feet in width to not more than 90 feet in length. Magnitude of Construction: Between $100,000 and $250,000 Period of Performance: 45 Calendar Days from issuance of Notice To Proceed, estimated to be on or about June 14, 2004. This Request For Offer is issued for full and open competition without business size or minority status classification. Requests for a solicitation package must identify the solicitation number and must be requested in writing via facsimile (907) 271-2326, or by email Nancy.Eckroth@faa.gov. VERBAL OR TELEPHONIC REQUESTS WILL NOT BE HONORED. However, if you have questions concerning the solicitation contact Nancy Eckroth at (907) 271-5845. Any request for a solicitation package must be received not later than 12:00 Noon, Alaska Standard Time, June 1, 2004. Any request for a solicitation received after this date, regardless of how transmitted, will not be honored. The FAA may make an award without communications or negotiation; however, communications and/or negotiations may be conducted to determine the best value to the FAA. The FAA contemplates award of one (1) firm fixed price contract resulting from the solicitation. Bonding: The FAA is requiring a Bid/Proposal Guarantee and a Performance and Payment bond for this requirement. Closing date for receipt of offers is Friday, June 04, 2004 at 1:00p.m. Alaska Standard Time. Facsimile offers will not be accepted. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
