Description

PERFORMANCE DECISION ON STREAMLINED COMPETITION (Information Technology Voucher Examiners) under Reference Nr. N04CW01 A-76 PERFORMANCE DECISION- This is an announcement of results of the recent Department of Health and Human Services, National Institutes of Health, streamlined competition of the Information Technology Voucher Examiners function that included billing for telecommunication services. NIH has completed a streamlined competition for Information Technology Voucher Examiners in accordance with OMB Circular A-76. On May 21, 2004, the streamlined competition form (SLCF) was certified by the agency and the Contracting Officer, indicating the study completion. As a result of this study, NIH will solicit for performance of these functions with the private sector in accordance with the FAR. Based on this decision, the Contracting Officer will implement FAR 7.305 (c), the right of first refusal. In accordance with revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition.
