- DESC: Synopsis: This acquisition is a Small Business Set-Aside for a Firm Fixed Price Requirements Contract, with 1 Basic and 4 Option years, for the repair of Air Force, Navy and Army Improved Data Modems (IDM), NSN: 5895-01-426-5318, P/N: DM001-302, Model Number MD-1295/B. The Best Estimated Quantities (BEQ) are as follows: Basic Year: 600, Option I: 600, Option II: 600, Option III: 600, Option IV: 600. The NAICS applicable to this acquisition is 334290, 750 employees. The Government possesses an adequate data package for repairs, therefore proposals will be accepted from offerors other than the qualified sources for this items. This acquisition may/does involve technology that has a military or space application. The only US contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. US contractors must obtain/submit a current, approved DD Form 2345. To request this certification, write to the Commander, Defense Logistics Services Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017-3084 and request a copy of Department of Defense Form 2345 or call DLSC at the number above. The data contains Export Controlled Information and as a result, the data itself will not be posted. Instructions on how to access the data will be posted with the solicitation. Nothing in this notice contradicts other restrictions identified in the synopsis notice or solicitation regarding eligible sources (e.g. if this is a small business set-aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors). This acquisition will be processed in accordance with AFMC 5317.7590 (Insurance Policy) and AFMC FAR Sup 5353.317-9018 (Mission Essential Quantity); portions of the requirement may be restricted for award to a proven source. If the proven source is not the best value, the basic quantity may be split into a First Article quantity, for award to the best value unproven offeror, and a Mission Essential Quantity, for award to the proven source, with the balance of the requirement established as options in both contracts. Pending acceptance of the First Article(s), the balance will then be awarded to the best value offeror. Authority 10 U.S.C. 2304 (c)(1), "Supplies (or services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements" may apply. Numbered Note 22 applies only to the quantity identified as the Mission Essential Quantity in the solicitation. The approximate issue date is 8 December 2003 with a response date of 7 January 2004.
