Description
The IRS intends to award a sole source contract to Bowe Bell & Howell (BB&H) for a potential base period (12 months) and 4 1-year Option Periods for maintenance and repair services for Multi-Functional Document Handling Systems (MDHS) at the nine (9) IRS Submission Processing Campuses (SPC) (formerly referred to as Service Centers). The MDHS is a BB&H Mail-Star 500 Inserter. This BB&H equipment contains proprietary software, firmware, hardware, and electronic system designs for processing mail on a daily basis. The Base Period will require that two MDHS units be maintained at the Fresno SPC and Kansas City SPC. With the exercise of Option Period l, the requirement will revert to 1 MDHS per each of these locations. The maintenance and repair services at the Andover, Atlanta, Memphis and Philadelphia will be one (1) MDHS per SPC for the Base Period and all 4 1-Year Option Periods. The MDHS units at the Austin, Cincinnati, and Ogden SPCs will require only Unscheduled On-Call maintenance. The Inserters are used to cut, fold, insert, out-sort file, and sort finished mail pieces by weight. These systems are used in the main stream processing of tax returns and related taxpayer correspondence, thereby making their scheduled operation critical to the overall continued tax processing flow within each IRS SPC's daily outgoing mail. This requirement is for: (1) one (1) certified contractor field Customer Service Engineer (CSE) at the six (6) IRS SPCs and On Call Services at the remaining three SPCs, for an eight (8) hour shift. Hours will depend on the site requirement; (2) three (3) dedicated support engineers located at the contractor's plant; (3) other plant support personnel with proprietary experience on all MDHS software, firmware, and hardware, plus other MDHS maintenance support services; and (4) MDHS "equivalent" test system and special field support at the contractor's plant.
