- Description
- The Naval Air Systems Command Aircraft Division, Code: 4.5.11.2, St. Inigoes, MD has identified a requirement for design, development, integration, test and evaluation, maintenance, and logistic support of Navy, Army, Air Force, Joint Services, Marine Corps, and other agencies Communication-Electronic (C-E) Platforms, Equipment, Systems and Subsystems. The purpose of this contract is to provide technical and engineering services and supplies essential for rapid design, development, manufacturing, production, integration, fielding, and life-cycle support in the field of C-E Platform, Systems and Subsystems. These services shall support the rapid design, development, customization, manufacturing, fabrication, integration, test and evaluation, installation, certification, maintenance and upgrade, logistic, and life-cycle support of new and/or existing C-E Platforms, Systems and Subsystems. These C-E Platforms shall include shipboard, shore based, (fixed, transportable and ground mobile), airborne, and handheld platforms. The cradle to grave support shall range from providing turkey systems fully integrated with all equipment, to the development of specific empty platforms or containers to be integrated by the Government. The contract type is anticipated to be a Cost-Plus-Fixed Fee Term, with an estimated total level of effort of 1,408,240 hours over a period of five years. The period of performance consists of one base year plus four option years with performance commencing approximately 01 April 2004, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 31 March 2009. The proposed contract will be subject to the Service Contract Act. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $23 million. This action is a follow-on to Contract N00421-99-C-1550, and the incumbent is BAE Systems Applied Technologies, Inc., 1601 Research Blvd, Rockville, MD 20850. This requirement will be solicited on an unrestricted basis under full and open competition. Basis for award of the resultant contract will be best value to the Government, cost and non-cost factors considered. It is the Government's intention to release the Request for Proposal (RFP), including any subsequent amendments via the Internet in Microsoft Word format, with some attachments perhaps to be provided in Microsoft Excel and Portable Document Format (PDF). The anticipated release date of the RFP is no later than 05 January 2004. The RFP will reside on the NAVAIR Home Page located on the World Wide Web (WWW). The WWW server may be accessed using client browsers such as NETSCAPE, and Microsoft Internet Explorer. The WWW address, or URL for the NAVAIR Home Page is as follows: http://www.navair.navy.mil. The RFP will be located under the Business Opportunity heading in Open Solicitation listing as follows: http://www.navair.navy.mil/doing_business/open_solicitations/. In addition to making the solicitation available for downloading via the Internet site, this office will also E-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors that submit a request to register for this information via E-mail.
