- This is a competitive announcement. The Solicitation, Statement of Work, Assignment of Copyright and Contract Data Requirements List (CDRL) are attached to this notice. The government intends to award a firm-fixed price purchase order for 400 hours - Photographic Support. Due to access restrictions, badging will be provided to only one person working as the photographer. This person must be a U.S. citizen. A SPAWAR escort will not be provided. Award of this purchase order will be based on the lowest price, technically acceptable quote. To be considered technically acceptable, samples listed below shall be provided and evaluated. Interested parties shall provide five (5) sample photographs with their quote. The samples are to be 8X10 color prints of the following: Sample #1 - Group Shot; Sample #2 - Portrait--head and shoulders; Sample #3 - Scenic Shot; Sample #4 Technical shot that demonstrates use of creative lighting; Sample #5 - technical shot that demonstrates proficiency in one of the following as defined in the Statement of Work: Special Effects photography, macro-photography, large-item photography, or parts and equipment photography. These sample photographs will be evaluated using the following evaluation criteria: Arrangement and composition of subjects to accentuate points to be emphasized; use of lighting to balance light and shadow or to eliminate objectionable reflections; production of esthetic prints through selective alteration of intensity of portions of photography; production of esthetic prints by retouching, by blocking out objectionable features, removing unwanted shadows, and cropping; corrections for distortions and differences in size of foreground and background objects; depiction of subject matter: How well the technical objectives of photographic assignment were met; use of factors such as shutter speeds, lens settings, filters, camera angles, exposure times, and type of film to meet photographic requirements; photographic products free of all defects obtained during printing and processing operation. The contract will be awarded for a Base Year and two one year Options. Quotations and sample prints are due by 3:00pm PST on June 09, 2004, delivered to SPAWARSYSCEN San Diego, Simplified Acquisitions, Code 227, Attn: Phyllis Berg, 53560 Hull Street, Bldg. A33, Room 605, San Diego, CA 92152. Award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The purchase order is anticipated to start July 1, 2004.
