Description

The Bureau of Reclamation's (Reclamation) Pacific Northwest Regional Office intends to a negotiate a sole-source contract with Umatilla County, Umatilla, Oregon, for regulating, monitoring, and reporting the water exchange process in the Umatilla Basin for the purpose of mitigating the loss of anadromous fisheries resources in the Umatilla River. The NAISC code for this requirement is 221310, and the small business size standard is $6.0 million. Reclamation has determined, under the authority of FAR 6.302 and in conjunction with Oregon law, that the Umatilla County Watermaster's Office is the only reasonable source for providing the services and information needed by Federal, State and local governments, Indian tribes, and other interested parties. The objectives of the proposed contract are to: 1) assure that exchange and released water reached desired destinations, 2) assure legal water usage, 3) develop and issue water distribution data, 4) measure river flow and maintain gauging stations, 5) develop and issue hydrographic data, and 6) provide assistance in the resolution of water issues. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 26.
