- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is released in conjunction with solicitation number W912DY-04-T-0013 to announce a U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (HNC) requirement for an ISDN PRI circuit for Remote Access Server (RAS) contract. The w ork to be performed under this contract shall be delivered to the existing demarcation point room 1X120, 4820 University Square, Huntsville, AL. The proposed contract will be a firm-fixed price contract to be competed under solicitation W912DY-04-T-0013. The basic contract is estimated to commence on or around 1 July 2004 through 30 June 2005 with two one-year option performance periods. This action is set aside 100% for small business concerns under NAICS code 517212 and size standard of 1500 employees. W912DY-04-T-0013 and other information pertaining to this acquisition will be made available electronically through the Federal Business Opportunities electronic posting system web link at http://www.fedbizopps.gov and the Electronic Bulletin Board Syste m (EBS) at HNC http://www.hnd.usace.army.mil/EBS/advertisedsolicitations.asp. Each interested offeror must register as a planholder and download the Request for Proposal (RFQ). It is and will continue to be all potential offerors responsibility to monitor the fedbiz website for any amendments, updates, bidders library, responses to questions and answers as the government will not be maintaining a mailing list. It is incumbent upon all potential offerors to download the solicitation and all other documents from the fedbiz website and EBS. All interested offerors must be registered in the Cent ral Contracting Registration (CCR) www.ccr.gov. This solicitation opens May 25, 2004 and closes June 9, 2004 at 14:00 hours local time. Period of Performance from 1 July 2004 to 30 June 2005; CLIN 0002 - PP-257 7 - SERVICES FOR ISDN (Opt Yr 1), PP-2577 - SERVICES (1 YEAR) FOR ISDN PRI CONNECTED TO THE RAS. Work to be performed in accordance with attached Statement of Work. Period of Performance from 1 July 2005 to 30 June 2006, *The government reserves the righ t not to exercise the option year.*; CLIN 0003 - PP-2577 - SERVICES FOR ISDN (Opt Yr 2), PP-2577 - SERVICES (1 YEAR) FOR ISDN PRI CONNECTED TO THE RAS. Work to be performed in accordance with attached Statement of Work. The SOW is as follows: ISDN PRI service shall be delivered to the existing demarcation point room 1X120, 4820 University Square, Huntsville, AL. Extension of the circuit from the demarcation point to the point of use will not be required. One ISDN PRI is required from a local t elecommunications service provider. The PRI channels should be in descending order. The PRI must be point-to-multipoint service and voice-and-data line. The circuit will be attached to a Cisco 3620 Remote Access Server. The PRI switch configuration att ributes required are listed below: Attribute Value Line format Extended Superframe Format (ESF) Line coding Binary 8-zero substitution (B8ZS) Call type 23 incoming channels and 23 outgoing channels Speed 64 kbps Call-by-call capability Enabled Channels 23 B+D Trunk selection sequence Descending from 23 to 1 B+D glare Yield Directory numbers Only 1 directory number assigned by service provider ISDN call speed outside local exchange Speed set to 56 kbps outside local exchange SPIDs required None Non-interruption to service is of vital importance. Our employees use this circuit to access their e-mail while on Temporary Duty (TDY). The interruption should be minimal. In case a disruption to the PRI occurs, the contractor is required to make all ne cessary repairs within a 2-hour timeframe. PRI should be available 24-hours a day, 7 days a week. Period of performance is one basic year with two option years. Basic year is from 1 July 2004 to 30 June 2005. Option year one (1) is from 1 July 2005 to 3 0 June 2006. Option year two (2) is from 1 July 2006 to 30 June 2007.
