Description
The U.S. Research, Development and Engineering Command, (RDECOM) ?Armament, Research, Development and Engineering Center (ARDEC), Picatinny, New Jersey, 07806-5000, is currently seeking qualified sources with the capability to rapidly provide services including, firing range planning, range design, range construction, range remediation, range modeling (ricochet analysis/Safety Danger Zone), and research and development support for innovative firing range environmental solutions. The contractor shall conduct assessments for environmental status, cultural/natural resources, noise modeling, range sitting, and concept planning of DoD firing ranges in accordance with provisions of the National Environmental Policy Act. The contractor shall design firing ranges as required. Design submittals will be conceptual 10%, 35%, 60%, 90%, and final 100%. At 35% design, a line of sight analysis shall be required. The contractor shall perform a three-dimensional model and allow for iterative design changes as part of any required designs. The contractor shall implement remedial technologies as required to remediate legacy lead and other contaminants at existing range facilities. The technologies may be contractor or government owned/licensed, or commercially available as directed by the government. Included in this task is conducting treatability analyses to determine technology efficacy, and optimize the appropriate technology prior to field deployment. The contractor shall provide line of sight and surface danger zone modeling as required. The contractor shall also provide three dimensional models to enable simulated use of ranges prior to construction. Models shall also enable development of training tables. The contractor shall develop ricochet models that can be commercially applied to DoD facilities. The contractor shall perform innovative technology development and validation tools for design, remediation and maintenance for specific problems assigned by the government. Laws and Regulations. The Contractor will report in accordance with DI-SAFT- 81563 immediately any major accident/incident (including fire) resulting in any one or more of the following: Causing one or more fatalities, or one or more disabling injuries; Damage of Government property exceeding $10,000.00; Affecting program planning or production schedules; Degrading the safety of equipment under contract, such that personal injury or property damage may be involved; Identifying a potential hazard requiring corrective action. The contractor will prepare the report in accordance with DI-SAFT-81563 for each incident in accordance with the CDRL. Interested firms should submit literature/brochures not exceeding twenty (20) pages describing their technical capabilities and specifically address the requirements listed above in response to the aforementioned criteria. It is currently the intention of RDECOM-ARDEC to issue a sole-source award to AMEC Corporation, . This is a market survey not a pre-solicitation notice. There is no formal solicitation available at this time. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
