- On behalf of the Army, the Center for Military History (CMH) and in accordance with FAR 6.3, the Defense Contracting Command-Washington (DCC-W) intends to execute a commercial award under other than full and open competition - sole source basis to th e National Center for the Preservation of Democracy (NCPD). The FY04 Defense Appropriation bill (PL 108-87), Senate Amendment 1310 to H.R. 2658 provided the funding for the services required to educate and promote civil rights and history in the Army. NC PD is uniquely qualified in that it is the only organization in the United States chartered by Congress to examine the rights and freedoms of all Americans based on the lessons from the Japanese-American experience of WWII. The nonseverable services are r equired for eighteen months. This notice is NOT a request for proposals. The Government is not going to submit a solicitation for proposals. Interested firms may email capabilities statements to Pat Denard at Patricia.Denard@hqda.army.mil. The DCC-W co ntracting office must receive capability statements no later than close of business 7 June 2004. The Government shall not be liable for, or suffer any consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
