Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4620-04-Q-B013 is issued as a request for quote, utilizing Simplified Acquisition Procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. The North American Industry Classification System Code (NAICS) is 314999. Small business size standard is 500 employees. This acquisition is 100% small business set-aside. Unit Small Business Specialist is Marion Nelson (509-247-4880); link to USAF Small Business, http://www.selltoairforce.org; link to SBA http://sba.gov: link to unit public information: http://www.fairchild.af.mil/lgcons. The requirement is for 100 each Brand name or equivalent: Brigade Quartermasters US ARMY and MARINE CORPS Modular Sleep Bag 4 Part System, Part Number MSB01. The four part complete component system must consist of a Gore-Tex bivy bag, a patrol sleeping bag, an intermediate cold weather sleeping bag, and a compression stuff sack. The system must allow for integration of each sleeping bag to the waterproof Bivy cover, each bag to the other and both bags mated to the Bivy for Extreme cold weather configuration. The patrol and Intermediate bag must weigh no more than 7 pounds and the integrated system must be rated to ?30 degrees farenheit when the user wears the expedition weight polypropylene shirt, drawers and cushioned sole woolen socks. The complete system component descriptions are: Bivy bag PTFE 3 layer laminate is a mummy design bag cover for integration with the Modular Sleep System (MSS) for cold and wet conditions. Includes a snap closure system to allow each bag to snap to the bivy. The fabric is waterproof and moisture vapor permeable plain weave Taslite nylon. Color must be Woodland Camouflage Pattern on the top and Camo Green ground shade on the bottom. The length is 85? maximum; width at feet 28? minimum, at shoulders 35? maximum. Weight (2 lb); Patrol sleeping bag is a mummy design for temperate climates of 30 to 50 degrees farenheit as a single bag. Snaps to the bivy for use in slightly colder-wet zones. Must allow for the Intermediate Bag to be inserted inside for colder extremes. Fabric for the shell and lining: 1.9 oz ripstop nylon with water resistant finish. Insulation Fill: Polargard HV, hollow continuous filament resin bonded polyester. Includes an adjustable hood with nylon zipper closure. Dimensions: 99?-92?long, 36?-37? wide; color: camouflage green 483. weight (3 lb); Intermediate cold weather sleeping bag is a mummy design for colder weather climates of 30 to minus 10 degrees F as single bag. Snaps to the bivy for use in colder-wet zones. Inserts inside the patrol bag for extreme cold environments. Fabric for the shell and lining: 1.9 oz ripstop nylon with water resistant finish. Insulation fill: Polargard HV, hollow continuous filament resin bonded polyester. Includes an adjustable hood. Dimensions: 85?-87? long; 34.5?-35.5? wide. Weight (4 lb); Compression stuff sack is cylinder shaped, measuring 28? to 30? long X 12? to 14? diameter. Cinching straps with ladder lock buckles tighten and compress the system to one cubic foot to fit inside the bag compartment of the Internal Frame Large Combat Field pack. Nylon drawcord closure with barrel lock. Plain weave nylon, urethane coated for water resistance. Delivery is required no later than 30 June 2004.
