PERIOD OF PERFORMANCE: August 2004 - August 2005 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this personal services contract position is to provide an Aviation Advisor for the bilateral CN aviation program in Colombia. The incumbent serves as in-country aviation advisor, responsible to the Director of the Narcotics Affairs Section, for providing program implementation, direction and execution oversight in support of host nation counter-narcotics (CN) operations as well as providing INL/A contractor oversight for the Director of the Office of Aviation. The incumbent effects high level interagency coordination among the American Embassy, host nation CN police and military forces, other military services, aviation support services contractors and other participating agencies. The Aviation Advisor evaluates training and operational effectiveness of in-country Department of State programs, to include interdiction and eradication operations, ensuring all aviation programs retain requisite operational and logistical fluidity. He/she also monitors and evaluates the aviation support services contractor's performance in maintenance, operations and logistics. II. Scope of Work: Perform oversight and evaluation of contractor operations for the INL Office of Aviation. This oversight includes, but is not limited to reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submits periodic written evaluations of the contractor?s activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to host Aviation support for inclusion in the monthly award fee evaluation. Assist the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through aviation support to interdiction ground forces, and providing counternarcotics aviation training and support for the nationalization of the program. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia, and Deployment Operations procedures in support of host nation operations throughout Colombia. Develop operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aerial eradication and ground interdiction operations. These tactics techniques and procedures include, but are not limited to day, night and Night Vision Goggle aerial eradication and interdiction support tactics, and armed helicopter escort operations in support of the counter-narcotics mission in Colombia. Provide operational direction and guidance to the contractor and hosts nation aviation operations activities and personnel for the purpose of destroying coca and poppy, and interdicting the flow of the finished narcotic products into the United States. This activity includes; but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Drug Enforcement Agency, Customs, other federal agencies, and host nation law enforcement agencies for the purpose of destroying illegal narcotics crops through aerial eradication and intercepting illegal drug shipments through interdiction operations. Advise the NAS Director and host nation CN forces on the strategic deployment of airframes in support of eradication and interdiction operations throughout Colombia. Develop, in coordination with host nation public forces and other USG agencies, strategic eradication plans that will lead to the destruction of illicit crops within Colombia. Provide direction and oversight for contractor and host nation aviation training and standardization. Implement DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Provide oversight of the Rotary Wing and fixed wing aviation standardization program. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Coordinate for facilities support through NAS and or host nation for contractor operations. Assist the Senior Aviation Advisor in coordinating for logistical support for aviation operations, to include chemical, POL and fuel. III. Desired Qualifications: Basic knowledge of aerial application of herbicides as well as tactics, techniques and procedures for aerial application in a high threat environment. Basic knowledge of platforms used for aerial application and spray systems utilized. Basic knowledge with Geographic Information Systems used in the conduct of aerial application such as Falcon View Del Norte or like systems. Basic knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Basic knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations is desirable. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities. Should have a basic knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. Knowledge of the Spanish language is required. Knowledge of and skill in operation of desk-top computer based word processing systems IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. Offeror?s ability to develop, coordinate, organize, implement, and oversee a comprehensive procedures for the Department of State. Work includes developing multi-national/multi-cultural fixed and rotary wing pilot training programs, plans, policies, and procedures for the Office of Aviation; coordinating recommendations from standardization committees, consulting with the Senior Aviation Advisor regarding ongoing projects, providing guidance to the contractor/host nation instructors, and overseeing implementation of the Aircrew Training Program (ATP). Factor 2. Offeror?s ability to assist the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through interdiction, and provide host nation counter-narcotics aviation training and support for the institutionalization program. Factor 3. Offeror?s ability to develop operational tactics and new training procedures for the purpose of enhancing aerial eradication and interdiction operations. These tactics and procedures include, but are not limited to day, night and Night Vision Goggle (NVG) aerial eradication and interdiction tactics, and armed helicopter escort operations in support of the counter-narcotics mission in Colombia. Factor 4. Offeror?s ability to provide operational direction and guidance to the contractor and host nation Aviation operations activities and personnel for the purpose of destroying coca and poppy, and interdicting the flow of the finished narcotic products into the United States. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
