Description
17. The applicable North American Industrial Classification Code is 541910 with a size standard of $6.0 Million and a Standard Industrial Code of 8732. This is a Sources Sought request numbered DEA-04-R-0023 from the Drug Enforcement Administration [DEA] for a requirement for obtaining the following pharmaceutical data in order to determine the amounts of certain drugs that should be allowed for production in a given year. The due date for the consideration of capability information is June 22, 2004. Task 1: The Contractor shall provide the data described below in accordance with the details herein: Purchases by drug store retailers (i.e. independent pharmacies, chain pharmacies/mass merchandisers, food stores with pharmacies, and mail service pharmacies) of ethical, ethical over-the-counter (OTC), and proprietary drug products projected to national U.S. levels. Purchases by non-retail settings (including U.S. Non-Federal hospitals, HMO?s, Clinics, Universities, Long term care facilities, Home Health Care, Federal Facilities and Prisons) of ethical and proprietary drug products projected to national U.S. levels. A measure of the retail outflow of prescriptions from independent and chain retail pharmacies via formal prescriptions projected to national U.S. levels. A measure of the outflow of prescriptions via formal prescriptions from mail order pharmacies and long term care facilities projected to national U.S. levels. All data shall be accessible via a PC-based software application that enables the automated retrieval and manipulation of data. Task 2: The Contractor shall also provide prescription data by State. This information shall be for the drugs followed by an asterisk (*) under database contents. Task 3: The Contractor shall provide Ad Hoc reports pursuant to Contractor estimate and Contracting approval (See description below in Ad Hoc Report Section). The Contractor shall: Furnish the necessary personnel, materials, services, facilities, and other items necessary for or incidental to the provision of the work described below. Provide subscriptions to the following pharmaceutical data covering the period January 1, 2005 through December 31, 2005. DEA also would like the option of extending the data each calendar year. Therefore, the Government will have the option of acquiring the same type data updated for calendar year 2006, 2007, 2008, and/or 2009. Provide data to DEA in a database format which allows DEA to search and query the database and produce output reports (and have the capability of exporting data to a spread sheet application software such ad MS-Excel for data manipulation and production of charts/graphs). Provide timely updates (including national projections) each calendar quarter within eight weeks of the end of the calendar quarter. For example, the contractor shall provide 1st quarter data no later than eight weeks after March 31, 200x. (E.g. Received by DEA prior to July 200x) Quarterly periods shall be based on a calendar year as follows: 1st Quarter - January, February, March 2nd Quarter - April, May, June 3rd Quarter - July, August, September 4th Quarter - October, November, December Provide data which is systematized on a monthly, quarterly and year-to-date basis. Provide purchase information which is retrievable as kilograms purchased and as extended number of dosage units purchased. All data shall differentiate between manufacturers and dosage strengths and include data elements outlined below. Provide prescription dispensing data which includes total prescriptions dispensed, the number of new prescriptions dispensed, the number of refills dispensed, the average number of days of therapy per prescription, the average daily consumption, and the number of extended units dispensed for all prescriptions. Provide all data shall in CD-ROM format unless another media is agreed upon by both parties. Alternatively, contractor can make data available via online access and query capabilities. Data shall be available to DEA 24 hours a day 7 days a week. Average Days of Therapy per Prescription 3. Number of Dispensed New Prescriptions 4. Number of Dispensed Refill Prescriptions 5. Total Number Dispensed Prescriptions (New and Refill) 6. Total Number of Dosage Units of Drug contained within Total Prescriptions d. Prescription Data by State 1. Dispensed Total Prescriptions 2. Dispensed Refill Prescriptions III. Data shall include the following data elements for each drug/drug product. Data can be sorted and queried for each of these data elements: a. Channel/source of drug (differentiation between type of distribution channel e.g. pharmacy vs. grocery store vs. convenience store, etc.) b. Branded product vs. generic product c. Single entity drug product vs. multi-active ingredient product d. By Manufacturer e. Sustained release vs. immediate release formulations f. By Product form (e.g. solids, liquids) g. By Route of administration and product form: (e.g. systemic vs. topical product, injectable vs. oral vs. sublingual vs. implant) h. By Strength (e.g. mg of active ingredient) The Contractor shall grant DEA the authorization to share reports containing trend information or aggregate data with outside agencies and/or organizations without prior review by the Contractor. Such information will primarily be shared with the U.S. Department of Health and Human Services (HHS), the U.S. Department of Justice, the Office of Management and Budget, and some State and Local Regulatory Agencies such as State Boards of Pharmacy. These data and trends may have been developed through an analysis of the Contractor's pharmaceutical data provided under this contract. The Contractor shall also allow DEA to provide a third party DEA contractor with any data received. DEA will stipulate that the information will be used only by the third party contractor in the performance of its duties and will not be given to outside sources (those without a contractual agreement with DEA). Offerors will be evaluated and ranked on the basis of: 1] Technical Capability 2] Past Experience and Performance 3] Serices Support Plan A written solicitation is not presently available and proposals are not being accepted. After a comprehensive review of the interest from offerors the contracting officer will determine the most effective avenue for the DEA to obtain the data. This requirement is open to all interested offerors. Interested offerors are requested to provide corporate technical and management information to the contracting officer for purposes of determining the presence of competitive sources for the market analysis, research and statistical data. A contract award is anticipated for January 1, 2005 through December 31, 2005 with an additional four [4] one [1] year option periods.
