- SOLICITATION NRCS-02-MD-04 IS CANCELLED. Pursuant to Section 8 (a) of the Small Business Act (15 U.S.C. 637 (a)) and in accordance with 13 CFR 124.308 and FAR 19.8 the Natural Resources Conservation Service will enter into a contract with the Small Business Administration for this project. The procurement associated with this pre-solicitation notice will be set aside for negotiation of a Section 8(a) award. This Pre-solicitation Notice is therefore cancelled.
