Description
SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The U.S. Customs and Border Protection (CBP) issues this Request for Information (RFI) regarding license plate reader (LPR) and Vehicle Counter equipment maintenance. CBP is searching for vendors capable of maintaining Northrop Grumman IT/Perceptics LPR equipment, deployed in approximately 370 lanes and vehicle counter equipment deployed in approximately 56 lanes at 62 northern and southern United States land ports of entry. Operationally, the system automatically locates, reads, counts vehicle traffic, translates this data and communicates information to a CBP mainframe system. Duty cycles shall consist of a 24 hour 7 day a week basis. The operational environment ranges from desert to arctic conditions that typically include temperatures between ?20 degrees to + 100 degrees F and winds of up to 125 mph. Corrective maintenance is required between 8:00 AM and 5:00 PM local site time. Up to four regularly scheduled, preventative maintenance service calls, of all LPR lane equipment is required. For the Passenger Inbound, Passenger Outbound, or Remote Port LPR system to be in full operational condition, it will locate the license plate(s), correctly read both the alphanumeric characters and state or province of origin, and send the resulting license plate information to the Treasury Enforcement Communication System (TECS), on at least 90% of all passenger vehicles which have at least one (1) license plate which is unobstructed, unobscured, undamaged, and is in the field of view of one (1) of the LPR imagers as the vehicle passes through the lane, provided that the license plate styles for the specified state/province of origin are currently incorporated in the LPR system at the given site. Critical vendor attributes being sought are nationwide service coverage, low cost, rapid response and problem resolution, and NG IT/Perceptics repair certification. Response and repair requirements are 8 AM to 5 PM local site time, 5 days a week. CBP will also consider obtaining these services through vendor teaming agreements with a single/prime point of contact. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI, including any subsequent product demonstrations. All responses are to be: provided on company letterhead, limited to 15 pages, and limited to commercially available off-the-shelf products (developmental products are not being considered). Responses must demonstrate compliance with the system specifications listed above, include the applicable Federal Supply Schedule contract number and be submitted via e-mail, only, in Microsoft Office format to: terence.lew@dhs.gov. All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement provided within 3 days after notification. Response to this RFI must arrive in this office no later than 12:00 noon on June 26, 2004
