Pre-Solicitation Notice SUDAN INFRASTRUCTURE PROGRAM (SIP) NOTIFICATION OF FUTURE REQUEST FOR PROPOSALS (RFP) USAID's Sudan Field Office announces its intention to invite proposals for the implementation a new Sudan Infrastructure Program (SIP). The new program fits within the approved Sudan Interim Strategic Plan (ISP), 2004-2006. The program will achieve one over-arching result: "Infrastructure Improved", which is identical to sub-intermediate result 8.3.3 in the Sudan Interim Strategic Plan, 2000-2004. This result will be achieved through four program components: the Capacity-Building Component, through which Southern Sudanese rehabilitation delivery systems will be made more capable; the Design and Analysis Component, through which rehabilitation best practices will be brought to Southern Sudan; the Construction Component, through which critical infrastructure will be rehabilitated via transparent civil works projects; and the Program Start-Up and Management Component, which will ensure accountability and quality control for civil works projects. The contractor will achieve the contract performance measures and complete all contract deliverables within three of these components. Within the Capacity-Building Component, activities will include establishing Southern Sudanese infrastructure rehabilitation agencies and making them operational; improving Southern Sudanese policymaking capabilities; providing training and tools for counties? road maintenance; and providing technical and business training for Southern Sudanese construction firms. Within the Design and Analysis Component, activities will include surveys, maps and designs for road rehabilitation; feasibility studies and pilot projects for electrification and telecommunications; and performance monitoring and analytical support. Within the Construction Component, activities will include public tender processes for civil works projects; and rehabilitation of high priority trunk roads, critical feeder roads, and river transport systems. USAID will implement the Program Start-up and Management Component. Activities will include inspections by USAID engineers; and external audits and evaluations of civil works projects, construction firms, and the Southern Sudanese roads agencies. USAID will undertake a number of SIP start-up activities during the third and fourth quarters of FY 2004. Specific expected end of program results include the following: the cost of transport between the three regions of Southern Sudan will be measurably decreased; 65 counties will start road maintenance programs led by trained road technicians; Southern Sudanese infrastructure agencies will be operational; Southern Sudanese infrastructure policy framework will be established; 1000 kilometers of roads will be rehabilitated; and feasibility studies will be completed and pilots launched for small-scale power utilities and telecommunications services. The Request for Proposals (RFP) is projected to be issued 2 weeks from this notice. USAID will not entertain questions until after the RFP is issued. The Sudan Infrastructure Program (SIP) Authorization Package provides a description of the SIP Program and is hereby incorporated in this Statement of Work. The SIP Authorization Package will be made available on line when the RFP is released. It is the responsibility of the party downloading the RFP to ensure that it has been received in its entirety, and USAID bears no responsibility for data errors resulting from the transmission or conversion process. When the RFP is issued, any amendments thereof will be posted on the internet, and interested parties should check the website regularly. The publication of this notice or the RFP does not obligate the U.S. Government to make an award. USAID/SUDAN anticipates issuance of the RFP on June 8th with a closing date of Aug 6th 2004.
