Description
NASA/LaRC has a requirement to charter a LEAR Jet 25C to support deployment of remote sensing instruments: Airborne High Spectral Resolution Lidar (HSRL), Langley Airborne A-band Spectrometer (LAABS), and the HyperSpectral Polarimeter for Aerosol Retrievals (HySPAR). These instruments operate only in a pressurized, temperature-controlled environment and acquire observations in a nadir-viewing geometry. A pressurized aircraft with down-looking aircraft port windows of significant aperture are required to accommodate these and other anticipated instruments (e.g., two approximately 10 in. by 12 in. rectangular ports or similarly sized circular ports). The instruments that will be flown on the aircraft are developmental. It is anticipated that the instruments will require significant adjustments and frequent removal from the aircraft and transport to LaRC for rework of faulty subsystems. To make frequent instrument rework practical without the expense of frequent investigator travel and instrument shipping, it is required that the Contractor provide a base of operations for the aircraft within a reasonable commuting distance of Langley Research Center (LaRC), Hampton, VA. The government's statement of work (SOW)is provided as Attachment 1. NASA/LaRC intends to purchase the items from L-3 Communications Flight International Aviation LLC (CFIA). CFIA is the only known source capable of providing a Lear Jet 25C aircraft with the required capabilities and configuration to support deployment of the sensing instruments. FAR 13.501 is the authority for procuring from a sole source. The government intends to acquire commercial services using FAR 12 and 13.5 procedures. The government intends to award an Indefinite Delivery / Indefinite Quantity (IDQ)type contract consisting of a one-year Base Period and four, one-year Option periods. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 4, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. As a minimum, responses shall include an explanation and verfication that the offeror can comply with each aircraft requirement stipulated in Attachment 1 -SOW. Offerors proposing an aircraft requiring modifications that can not be completed prior to award (anticipated award date is on or about July 1, 2004), will be determined non-responsive. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
