- Description
- The General Services Administration, Federal Technology Service, Region 3, Philadelphia intends to solicit through other than full and open competition pursuant to FAR 6.302-1 with PricewaterhouseCoopers LLP for the acquisition of a software license and support services for TeamMate. PricewaterhouseCoopers LLP is the only manufacturer of the TeamMate Audit Management System, which consist of TeamRisk, TeamMate, TeamStore, TeamSchedule and TeamCentral components (as well as any future upgrades). The action is to provide a nationwide software application to be utilized by all of the Social Security Administration ? Office of the Inspector General (SSA-OIG) for up to 300 users. The SSA-OIG has an immediate need for 150 users. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP), GS-03T-04-R-0010. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23. In August 2003, SSA-OIG sent out a Sources Sought notice to identify potential offerors. From this notice, 13 vendors indicated interest in providing support. SSA-OIG?s evaluation team identified that 5 vendors were qualified and requested system demonstrations. Only 4 vendors elected to present demostrations. From these presentations, SSA-OIG identified 2 vendors to conduct pilot audit programs. Place of Performance is Social Security Administration, Office of Inspector General, Baltimore, MD. Period of Performance: 12-month base period with one 12-month renewal option. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (JUN 2003), with its offer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items (Jun 2003), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Oct 2003), is hereby incorporated by reference; paragraphs and subparagraphs (a), (b) (1) (12) (13) (14) (15) (16) (20) (21) (22) (27) (29) and (30) apply to this solicitation and any resultant contract. Clause 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (MAR 1998) is hereby incorporated by reference; clauses, 552.215-70 (Feb 1996), 552.228-70 (Sep 1999), 552.229-70 (Apr 1984), 552.232-70 (Sep 1999) apply to this solicitation and any resultant contract. A firm fixed price contract will be awarded.
