Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written Request for Quotation may be down-loaded from this notice. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular 97-10. The Marine Corps Northeast Regional Contracting Office currently has a requirement for moving services for the Marine Band. Please down-load M00264-04-T-0149 for the complete requirement, and instructins. Telephone inquiries will not be accepted. Contractor shall furnish all labor,materials, and equipment necessary to facilitate the relocation of the U. S. Marine Band from it's current location to the newly built Marine Barracks Annex on 7th and K Streets, S. E. Washington DC.The relocation of the U. S. Marine Band is dependent on the completion of the building in July 2004. Projected date is over the week of 19 July 2004, and consists of several sections of the organization.The music library includes a very large selection of sheet music, books, recordings, and letter and legal files of documents. The library also includes historical archive of the organization. The archive includes original transcripts, manuscripts, photographs, uniforms, instruments, and memorabilia. Much of the archive is stored in heavy fireproof safes and files. The safe in the Public Affairs Office, misc ellaneous gear on the second and third decks, and the Wenger instrument storage lockers (38) in the orchestra hall . All music related historical-archival items must be unloaded and re-shelved the same day - no material can be left on a truck or in packing boxes overnight. Band members must be involved in the move giving direction, solving problems, answering questions, and un-shelving/re-shelving items as movers take/bring them. Movers must be able to handle museum quality materials to include sensitive paper products and historical uniform memorabilia with appropriate packing material. Every item must be kept in current shelf order during the entire move. The library must remain fully operational throughout the process, so moving should be accomplished in five day's or less. A mover with experience moving fine arts collections, historical archives, museums and sensitive Government information is essential. All items must be protected from moisture, and exposure to heat and humidity should be limited . Much of the collection is 100 years old and in fragile condition. It must be handled with great care.Packing crates and boxes shall fully accommodate materials so they are not bent, folded, damaged or in any way compromised. Dirt and dust contribute to faster degradation of historical materials; therefore packing crates/boxes, equipment and personnel must be clean at all times. All personnel assigned to move should have security badges for entrance and exit of both the Marine Barracks proper and the Marine Barracks Annex. Contractor shall be licensed, bonded, and insured. SITE VISIT Site Visit will be held Thursday 27 May 2004 at 10:00 am. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance, to the extent that the information is reasonable obtainable. In no event shall failure to inspect the site constitute grounds for a claim after the contract award.
