Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the altenative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? This is a synopsis for items using Simplified Acquisition Procedures in accordance with FAR 13. The North American Industry Classification System code is 334511, with a size standard of 750. The FSC Code is 9999. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) Number is N00178-04-Q-3036. The Naval Surfa ce Warfare Center, Dahlgren Division intends to acquire RAGE Radar Simulation Card firmware for the MK-34 Gun Weapon Systems Upgrade on a Sole Source Basis from Primagraphics, Ltd., 1000 Research Park Blvd., Suite 106, Charoltesville, VA 22911. Part numbers are as follows: RAGE RADAR Simulation Card (1 EA) P/N 843050 with radar simulation firmware 40 MHz CPU, 6Mb VRAM, 4 Mb DRAM, including 74250X cable; RAGE Buffer Card (1EA) P/N 742000 with redesign of RAGE buffer for hi-power out to provide video: 0V to +5V, variable. back terminated into 75 ohms as at present; ACP: +22V single-ended, non back terminated; ARP: +22V single-ended, non back terminated; Sync: +22V single-ended, non back terminated. The MK-34 GWS is being developed to replace the MK-86 Gun Fire Contral System as part of of the CG-47 Class Cruiser Conversion Upgrade Program. Primagraphics has previously produced an early console display prototype developed around Primagraphics radar and video processing cards. The RAGE Radar Simulation card will be used for the MK-34 MOD 4 Gun Weapon System (GWS). The Primagraphics RAGE card is unique and is the only known card which meets the technical requirements needed for the MK-34 Gun Weapon System. Those who wish to submit a capability statement for consideration are requested to do so within 5 days after the synopsis publication date to allow for adequate consideration. The Government will consider statements from all responsible sources which evidence capability to provide ALL the required items within the required delivery schedule . Submit the statement by May 26 2004 at 2:00 pm EST via email to XDS13@nswc.navy.mil. Offerors must be determined to be responsible in accordance with FAR 9.104-1, and must be registered in the Cent ral Contractor Registration (CCR). Items are to be priced FOB Destination Dahlgren, VA, therefore all quotes must include all applicable shipping charges. The closing date for this announcement is 26 May 2004 with award anticipated to be made no later than 4 June 2004 and delivery by 30 June 2004. Offerors may submit their quotes via email in MicroSoft Word format to XDS13@nswc.navy.mil or FAX 540-653-6810, Attn: Code XDS13-7 referencing quote # N00178-04-Q-3036 on all correspondence. Please note that defense payment offices may not make payment unless the contractor is established to receive electronic funds transfer (EFT). The EFT payments are based on the contractor?s EFT information contained in the CCR data base. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATIONS AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE. The Naval Surface Warfare Center, Dahlgren Divis ion, 17320 Dahlgren Road, Dahlgren VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore the synopsis and/or solicitation with any applicable amendments will be available on the the World Wide Web at http://www.nswc.navy.mil/wwwDL/XD/SUPPLY/busop.htm.
