Description
The U. S. Coast Guard has decided not to set aside this acquisition for HUBZone concerns because not enough HUBZone certified business concerns complied with the requirements of the sources sough synopsis to promote competitIon. The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock repairs of the USCGC OSAGE (WLR-65505), a 65 foot River Buoy Tender and her 130 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 28 May 04 with quotes due on or about 18 June 04. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.fed.bizops.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested within ten (10) days after the issuance of the solicitation. Send all requests via email to lromano@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The home pier of the vessel is SEWICKLEY, PENNSYLVANIA. All work will be performed at the contractor?s facility. The performance period will be FIFTY-FOUR (54) calendar days with a start date on or about 06 SEPTEMBER 04. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC OSAGE (WLR-65505). Provide all labor, material and equipment necessary to perform dry dock repairs including but not limited to the following Base Items: Remove, Inspect and Reinstall Propeller Shafts, Renew Water-Lubricated Shaft Bearings, Renew Propeller Shaft Sleeves, Remove and Reinstall Propellers, Clean, Inspect and Test Grid Coolers, Overhaul and Renew Valves, Renew Tender Towing Knees, Remove, Inspect and Reinstall Rudder Assemblies, Preserve Spud and Spud Well On Tender and Barge, Inspect Various Deck Fittings, Preserve Barge Buoy Deck, Provide Temporary Messing and Berthing, Provide Temporary Logistics, Routine Drydocking, Install Umbilical Cord Electrical Outlet and GFP report in accordance with solicitation. Option items include but are not limited to the following: Welding Repairs, Straighten Shaft, Perform Minor Repair and Reconditioning of Propeller, Renew Rudder Lower Bearing Trunk, Renew Upper Bearing Upper Bearing Housing and Upper Bearing Housing Support, Renew Spud Well Liners, Preserve Underwater Body, Provide Additional Temporary Messing and Berthing, Provide Additional Temporary Logistics, Composite Labor and Lay Days. The place of performance for the tender and barge is geographically restricted to the Western Rivers of the United States. The ?Western Rivers? means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the Western Rivers, but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. This procurement is 100% Small Business Set-Aside. All responsible sources may submit an offer, which shall be considered by the Coast Guard.
