- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This is a synopsis of intent to award a sole source contract to Precision CAD/CAM Systems to provide two (2) three-Dimension SST 3-D printers (part # 180-00100), two starter kits, (150-30000) a soluble support clean station (570-10000), two machine stands with storage (550-30000) and two years of maintenance (250-00200), in support of the National Geospatial-Intelligence Agency?s (NGA) Analysis and Production Directorate. Only the brand name Stratasys Dimension SST will be accepted. Delivery of the requirement shall occur within 30 days after receipt of award, to the location(s) specified in the contract. All billing shall occur after delivery and acceptance of shipment. Stratasys INC is the sole manufacturer. Precision CAD/CAM Systems of Hunt Valley Maryland is the sole Reseller of the Dimension 3D Printer for all of Maryland, Delaware, District of Columbia, Virginia and West Virginia. No other company has been authorized to sell, maintain, service or supply parts for the Dimension SST printer. NGA requires an accurate 3D model that uses ABS plastic without the creation of hazardous-by-products, which means it can be used in an office environment without space modification, as well as an automated soluble support removal system, which will reduce engineering time and allows the development of models with more complex geo-metrics. The Dimension SST is the only known 3D printer currently on the market that adequately fulfills agency requirements, and is available from only one responsible source, Precision CAD/CAM Systems. No other type(s) of supplies or services will satisfy agency requirements. Authority for sole source procurement is 10 USC 2304 (c)(1) and FAR 6.302-1. No partial quotes/awards will be allowed, and no substitutes will be allowed. The solicitation number is HM1573-04-R-0012 and is issued as a notice of intent. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. The applicable NAICS code is 333293 and size standard is 500. This notice of intent is not a request for competitive proposals, however, responsible sources that are interested in this procurement may respond by providing clear and convincing information that identifies their capabilities. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision a 52.212-2, Evaluation- Commercial Items, applies to this acquisition. Offerors will be evaluated based on technical factors, price and past performance. Offerors are to include a completed copy of the provision at 52.212-3, Offeror, Representations and Certifications ? Commercial Items, Offeror, Representations and Certifications ? Commercial Items, 252.212-7000 Offeror Representations and Certifications?Commercial Items, and 252.209.7001 Disclosure of Ownership or Control by the Government of a Terrorist Country with its offeror. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues Or Executive Orders ? Commercial Items, including 52.203-6, 52.219-8, 52.222-21, 52.222-26, 52-222-35, 52.222-36, and 52.222-37, and 52.232-33 applies to acquisition. The clause at 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items including 252.225-7012.
