- NASA/JSC is hereby soliciting information about potential sources for the implementation of the Occupational Medicine and Occupational Health (OMOH) program at the Johnson Space Center (JSC), which includes the activities onsite at JSC and at selected remote sites including the Sonny Carter Training Facility (SCTF), Space Center Houston, Ellington Field, Russia, and the White Sands Test Facility (SWTF), Las Cruces, New Mexico. NASA JSC is seeking capabilities from Small Businesses, Small-Disadvantaged Businesses (SDBs), HUBZones, Women-Owned Small Businesses (WOSBs), Veteran-Owned Small Businesses (VOSBs), Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Historically Black Colleges and Universities/Minority Institutions (HBCU/MIs), and Large Businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement. The Occupational Medicine and Occupational Health Program activities include: Occupational Medicine: The branch of medicine practiced by physicians and assisted by nurses and medical technicians in preventing and dealing with the medical problems associated with people at work including emergency and preventive medicine; Occupational Health: The management and prevention of exposures to biological, chemical, and physical (radiation, heat, noise, ergonomic, etc.) hazards. The Occupational Health Program includes the fields of industrial hygiene, hazard communication and health training, radiological health, environmental surveillance, ergonomics and environmental health laboratory activities; Test Support: Research, training, and testing involving humans in hazardous environments at the Johnson Space Center and, sometimes, at sites remote to JSC; and Emergency Response Support The Statement of Work (SOW) for the contract currently supporting this requirement is attached. Please note that this SOW will be revised and any changes will not be published until the Draft Request for Proposal (RFP) is released. No solicitation exists; therefore, there is no need to request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. The Government intends to publish a list of offerors to facilitate teaming or subcontracting arrangements. If you would like to be included on this list, please so state in your response. Respondents will not receive a reply from the Government. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, HBCU/MI, veteran-owned, service-disabled veteran-owned, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). All technical and procurement questions, related to this Sources Sought Synopsis, should be submitted no later than June 11, 2004. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The Government may consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Jennifer Krause no later than June 18, 2004.
