- Description
- NASA Glenn Research Center (GRC) plans to issue a Request for Offer (RFO) using a best value selection process for construction services. The work to be performed is for construction related services, including new construction activities as well as rehabilitation and modification of existing facilities. The work scope includes both GRC Lewis Field in Cleveland, Ohio, and the GRC Plum Brook Station in Sandusky, Ohio. The contract work effort will be comprised of two types of construction projects issued as task orders in accordance with the terms of the contract: (a) ?Standard Projects? defined as work valued from $0.00 to $200,000.00 and (b) ?Level One Projects? defined as work which is either valued over $200,000.00 or projects which involve critical system or research impact. The majority of construction projects are Standard Projects. Approximately 80 projects are anticipated to be performed under the construction services contract on an annual basis. The Government estimated price range for the annual programmatic expenditures is between $5 million and $10 million. The contract will have a base period of two years, with two one-year options. The government reserves the right to make multiple awards to one or more selected firms. An Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price Task Order contract(s) is contemplated. This procurement will be issued as a combined 8(a) and/or HUBZone set-aside. 8(a) firms must be located in the Small Business Administration?s (SBA) Cleveland Area District 0549. HUBZone firms must have a presence in the SBA?s Cleveland Area District 0549. Only certified SBA 8(a) and/or HUBZone firms are eligible to participate. The NAICS Code and size standard for this procurement are 236220 and $28.5 million, respectively. The anticipated release date of the RFO is on or about June 2004 with an anticipated offer closing date of on or about July 2004. The firm date for receipt of offers will be stated in the RFO. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
