Description
The United States Section of the International Boundary and Water Commission (USIBWC) is seeking to make a single award to a contractor to furnish six (6) Air Conditioning Systems for six residences on Federal property owned by the International Boundary and Water commission, United States Section in Del Rio, TX. The contractor will provide for the replacement and removal of existing Freon 22 heating and cooling systems and install a new split system heat pump w/auxiliary heating unit. Acceptable brands include Carrier, Lennox, Trane and York. The Contractor shall provide evidence that its firm is insured and bonded, has the required contractors licenses in accordance with state and local regulations, is a qualified ?Comfort Specialist? or Factory Authorized Dealer depending upon that manufacturer?s designation, and that its technicians are certified by North American Technician Excellence, Inc. (NATE) in the installation of the units and are trained to install and service R-410A units. The Contractor shall use ACCA?s Manual J: Residential Air Conditioning and Heating Systems, to calculate cooling & heating capacity required. These calculations shall provide a detailed room-by-room analysis of cooling & heating needs. The contractor shall provide copies of the calculations and assumptions, including ductwork design. Existing equipment is believed to be approximately 36,000 BTUH, or 3 tons. The Contractor shall use Manual D: Residential Duct Systems, to design the duct work for each residence. Additionally, the return grilles, supply air diffusers, grilles and registers shall be sized using ACCA?s Manual T: Air Distribution Basics for Residential and Small Commercial Buildings to ensure that air velocities are maintained below values that will cause noise. Contractor is to utilize Freon recovery equipment as mandated by EPA regulations for the recovery of Freon from HVAC systems.Contractor is to provide all required materials, incidentals, and labor to complete the installation as a turnkey job. Each residence will be completed before work commences on the next residence. No house will be left without HVAC over a weekend. Contractor shall provide documentation including shop drawings of the duct work, drawings detailing duct design, the design basis for duct work, cut sheets of split system HVAC being installed and any other pertinent information. Contractor is to provide all labor and materials required to alter electrical and control wiring as necessary. Work shall be completed at each house prior to work commencing at the next. Prior to completion and acceptance of work, the system shall be tested, and results provided which will document that the ducting and overall system installation is in accordance to industry standards and that the new ductwork as completed does not leak The Heat Pump unit shall also comply with all other Federal regulations and standards dealing with heating. The new Heat Pumps shall have a minimum Seasonal Energy Efficiency Rating (SEER) of no less than 15, be equipped with a variable speed air handling (fan coil) unit, utilize R-410a or better for a refrigerant, be equipped with a 2 speed Heat Pump condensing unit. The exterior heat pump unit shall be equipped with a Copeland scroll style compressor and shall be classified as extra quiet. Heat Pump unit shall be equipped with an auxiliary heat strip which has been sized in accordance to the results from the Manual J: Residential Air Conditioning and Heating System calculations and have a Heating Seasonal Performance Factor (HSPF) of 8.5 or better. All equipment provided shall be Energy Star rated and have a ten years parts and labor warranty. The Contractor shall remove and replace the existing plenum, supply ducting, registers, and return air grilles with new plenum, supply ducts and registers which have been designed using ACCA?s Manual D: Residential Duct Systems. All ducts are to be placed in the attic. The entire air distribution system shall be constructed using flex duct, sheet metal or hard fiberboard included the return air system. Material used for ducts shall meet National Fire Protection Association (NFPA) Standards 90A or 90B, or Underwriter?s Laboratory Standard for Factory Made Duct Materials UL-181, and be installed as recommended. The new ducts shall be insulated in excess of those specified in the 2000 International Energy Conservation Code and comply with design standards for variable ?speed heating and cooling systems. This equipment will be installed at the USIBWC Amistad Field Office located at Highway 90 West, Del Rio, TX 78840. Estimated issuance date of RFQ IBM04Q0012 is June 4, 2004 and responses are to be received by 5:00 p.m. MDST on June 14, 2004.
