Description
Badlands National Park plans to purchase Radio Transmitter collars from Advanced Telemetry Systems, Inc. on a non competive basis. We are selecting Advanced Telemetry Systems, Inc. (ATS) based on experience, past performance, and price. Experience ATS has been producing radio telemetry equipment since 1981. They manufacture a wide variety of telemetry equipment used by researchers around the world for a wide range of wildlife species. From our investigation, we have found ATS to have a solid reputation for quality equipment among our peers in the wildlife profession. Their long experience in working with biologists to adapt their equipment to specific needs, and the fact that they have wildlife biologists on staff to work with their clients, has created a reputation for providing equipment to meet specific project needs. Past Performance We have used ATS radio collars on black-footed ferrets since 1994. One of our cooperators (Dr. Marsha Sovada, USGS) has utilized ATS equipment for swift fox study projects from 1993 to 1996 in Kansas. Another cooperator (Dr. Jon Jenks, SDSU) has also had positive experiences with ATS on coyote, deer, and elk studies. In our evaluation of telemetry equipment for this project, all the professionals we spoke with who have had experience with ATS expressed satisfaction with their products. We have found the collars to be reliable, of sturdy construction, and adaptable to meet our needs (ATS modified design based on recommendations). Furthermore, utilizing consistent equipment is ideal for wildlife studies conducted over several years. Price Our research into telemetry equipment for the swift fox restoration project has shown that ATS products costs are quite competitive with other manufacturers of similar telemetry equipment. When we have solicited bids for telemetry equipment in the past, ATS has often been the low bidder. This was the case with the original purchase of radio collars for the swift fox project, where ATS was the lowest of three bidders. Award will be made O/A June 18, 2004. Number purchased in supplemental years will be identified when contract is renewed each year. VHF collars must meet the following specifications: 1. Crystal controlled transmitter tuned to user specified frequencies: Frequencies will be in the 164.000-167.999 range. Specific frequencies will be identified when the order is placed. 2. Transmitter dimensions - 49mm * 27mm * 14mm. 3. Collar to be smooth to prevent neck abrasion and have a finished width to greater than 2.0 cm. Inside diameter adjustable from 4.3 cm to 10.2 cm. Preferred collar material neoprene. 4. External spring antenna offset ~ 45 degrees from collar braid, not to exceed 15 cm. 5. Transmitter activated by magnetic reed switch. 6. Finished weight not to exceed 45 grams. 7. Normal transmitter pulse of ~ 40 ppm with 20 ms pulse width. 8. Fast "mortality" circuit after ~ 8 hour inactivity. 9. Refurbishing of the new units ordered herein, complete refurbishing of the battery, transmitter, and antennae must cost no more than 50% of the original cost of the unit. 10. Warranty battery life = 365 days, with projected battery capacity = 730 days. 11. Transmitters to have a readable label with: Badlands Nat. Park Interior SD 57750 605-433-5269 Attn: Greg Schroeder Potting waterproof for life of the transmitter. 12. Support manuals or transmitter information as available. 13. Hardware for transmitter attachment and replacement. 14. Build time of approximately 5-6 weeks. 15. Warranty and servicing must guarantee new units unconditionally against defects in materials and workmanship, and to meet or exceed agreed upon specification. This is a firm fixed-price contract for a period of one year. It is anticapitated that the (NPS) may have interest in renewing this contrct one-year at a time for a period of four additional years.
