Description
The Bureau of Reclamation intends to negotiate on a sole source basis with Roundtable Associates,2212 Queen Ave N #265, Seattle WA 98901. The proposed action is for the re-establishment of Roundtable Associates as the facilitator of the Conservation Advisory Group (CAG) actions. The purpose of the CAG is to provide technical advice and counsel to Reclamation and the State of Washington on the structure, implementation and oversight of the Yakima River Basin Water Conservation Program authorize under Title XII of Public Law 103-434. Tasks include: Conduct group orientation sessions, facilitate CAG meetings and sub-committee meetings, develop meeting agendas and mediation agreements, take and prepare meeting notes, provide project management support through the utilization of automated project management tools and techniques, etc. The proposed contractor's unique qualifications include:Roundtable Associates have been the facilitators for CAG since its' inception in October 1996 and have gained the knowledge of the mission and have gained the trust of the Group members. Many CAG responsibilities have been started and are pending completion. This service has been deemed to be available only from the original source in the case of a follow-on contract for the continued development of the CAG program, it is likely that an award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Because of the nature of the services required to complete tasks already underway, it is imperative to continue with the same facilitator. It would delay task completion progress significantly for a new facilitator to gain the acceptance of the CAG members and learn the CAG member discussion positions of the past. The government believes that only one responsible source can provide the services listed above that will satisfy the agency needs. Any firm or individual that believes it can furnish the items described are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received by close of business May 24, 2004 will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
