Description
Joint Task Force Civil Support (JTF-CS) plans for and integrates Department of Defense (DoD) support to the designated Lead Federal Agency (LFA) for domestic Chemical, Biological, Radiological, Nuclear, and High Yield Explosive (CBRNE) Consequence Ma nagement (CM) operations. When directed by the Commander, United States Northern Command (CDRUSNORTHCOM), JTF-CS, will deploy to the incident site, establish command and control of designated DoD forces and provide military assistance to civil authorities to save lives, prevent injury and provide temporary critical life support. Commander, JTF-CS is seeking industry capabilities to fulfill taskings in support of its mission to include, but is not limited to, the following range of activities: Assist JTF-CS in the planning for, train JTF-CS staff and assist in the conduct of domestic CBRNE CM exercises with DoD and with other federal, state and local departments and agencies. Monitor real world events and provide situational assessments to JTF-CS in order to assist JTF-CS in planning for and responding to domestic CBRNE incidents. Assist in the organization, deployment, and establishment of command and control of designated DoD forces; and the redeployment of designated DoD forces. Assist and train JTF-CS in the establishment, maintenance, operation, and troubleshooting of unclassified and classified information systems required to support the JTF-CS mission. Be prepared to assist in the deployment of unclassified and classified inf ormation systems to CBRNE incident sites, including participation in communication exercises. Assist JTF-CS in the establishment, maintenance, operation and troubleshooting unclassified and classified Command, Control, Communication, Computer, and Intelligence systems (C41) to enable Commander, JTF-CS to exercise command and control (C2) over desig nated DoD forces. Provide administrative support to JTF-CS staff functions, such as drafting, reviewing, sending and receiving correspondence, including email, assisting with budget analysis, making travel arrangements and processing travel claims, making and receiving tele phone calls, monitoring message traffic, and requisitioning and maintaining records to ensure accountability for Government equipment, property and facilities. Training JTF-CS in the use and maintenance of personal protective equipment necessary to operate in a CBRNE contaminated environment. The principal place of performance will be JTF-CS Headquarters at Fort Monroe, VA. However, the contractor will be required to deploy to exercise, training and operational CBRNE sites in response to CBRNE incidents in order to perform taskings under the c ontract. In response to contingency and real world incidents, the Government may task the contractor to provide labor hours in excess of 40 hours per work week. Further, the Government may task the contractor to provide labor hours on holiday, on weekends, and/or during irregular times and shifts. In order to maintain the physical ability and capability to deploy for a CBRNE incident, the contractor personnel shall maintain a sufficient level of physical fitness. During deployments to CBRNE incident sites, the contractor may be exposed to hazardous conditions and potentially life threatening environments. The contractor personnel may be required to work in/or near an area that has experienced a CBRNE incident, and as such, could be exposed to chemical, biological, nuclear, and radiological agents, elements and/or contagions. The contractor will be required to access, view, possess, process and/or use classified information and classified information systems to accomplish assigned taskings. All taskings require the contractor to obtain, and maintain, a SECRET Clearance. To ac complish certain specific taskings, the contractor may be required to access, view, possess, process and/or use, TOP SECRET and TOP SECRET-Special Compartmente d Information (TS/SCI) information, information systems and facilities. The purpose of this sources sought is to determine if there is adequate interest and capability to execute this requirement. Interested parties are requested to submit to the contract specialist a capability statement that includes: 1) name of firm, type of firm, mailing address, e-mail address, telephone number, facsimile number, point of contact; 2) statement of experience/qualifications including description of projects completed similar to the work outlined above. The North American Industrial Class ification Systems (NAICS) is 541990 with a business size standard of $6M. Responses shall indicate the size of the firm under NAICS code assigned for this effort.
