Description
The US Army Medical Research Acquisition Activity intends to negotiate on an other than full and open competitive basis with the Institute of Electrical and Electronic Engineers Standards Association (IEEE SA) for unlimited public access to the four N42 standards including: (1) the American National Standard Performance Criteria for Alarming Personal Radiation Detectors for Homeland Security, (2) the American National Standard for Portable Radiation Detection Instrumentation for Homeland Security, (3) the American National Standard Performance Criteria for Hand-held Instruments for the Detection and Identification of Radionuclides, and (4) the American National Standard for Evaluation and Performance of Radiation Detection Portal Monitors. Deliverable s include access to a website that will be similar to and function like the Get IEEE 802. The period of performance is to be 07 June 2004 through 6 May 2005. Statement of Tasks: 1. Distribution: The contractor shall provide for the on-line delivery of th e documents via an efficient download and distribution platform. Normally this includes PDF for download and printing. 2. Web Services and Setup: The contractor shall provide for the design of web pages to support the public access activity. This inclu des the architecture and design of the site (up to 3 levels), templates for creation and maintenance, content development and posting/upload, inquiries, etc. In addition, the site will capture identities of the type of user and require acceptance of the t erms and conditions before access is permitted. 3. Reports: The contractor will generate and provide reports back to the Department of Homeland Security in terms of the user types and frequency of downloads for the information (e.g. public versus private ). No separate solicitation document exists. Interested parties must submit proof of qualifications to perform the tasks to the assigned contract specialist no later than June 2, 2004. After review of qualifications, the solicitation may be amended, if necessary, to reflect a competitive acquisition.
