Announcements concerning this solicitation will only be posted electronically both at the FedBizOpps website; http://www2.eps.gov/spg/USA/DABN/DABN01/postdatePrevDays_1.html and the Wiesbaden Contracting Center website: http://www.usacce.army.mil/wcc /VENDOR/BidBoard.htm There will be no hardcopy nor electronic mailings of this requirement and solicitation documents from the contracting office. It is the offerors responsibility to check either site regularly to obtain information about the solicitation. An additional modular medical facility will be required in Bagram, Afghanistan. One Request for Techncial Proposals (RFTP) will be issued for both projects, which are being procured under FAR 14.5, Two Step Sealed Bidding. The government may make a singl e award or multiple awards. Based on the compelling need for the Government to have both Hospital projects begin performance as soon as possible the government intends to conduct the acquisition in a streamlined fashion. The government reserves the right to proceed to Step 2 of the 2 Step Sealed Bidding Process in accordance with FAR 14.503-1(f)(1) if there are acceptable proposals to ensure adequate price competition under step 2. Offerors are advised that the Step 2, Invitation for Bids (IFB) process i s anticipated to be as short as one week or less. Therefore, all interested offerors should be prepare their offered prices for the IFB concurrently with the Step 1 process as limited time will be offered to submit pricing. A Pre Proposal Conference may be held at the Health Facilities Planning Agency in Falls Church, Va., 8 or 9 June 2004. Vendors are strongly encouraged to attend any Pre Proposal Conference. Failure to attend the pre-proposal conference may inhibit chances of submitting an acceptable technical proposal.
